A special team of Narcotic Drug Control Unit has also seized 220 gram of brown sugar from their possession, police said.
Udaya Bahadur Karki and Bir Bahadur Tamang were arrested from Mahankal village in the outskirt of Kahmandu while Indian nationals Pradip Kumar Baniya and Plus Sarkar arrested form a separate place.
The Indians had supplied the drug to Karki and Tamang, police said.
