UP govt pays Rs 3 lakh compensation to kin of ragging victim

Uttar Pradesh government has paid Rs three lakh compensation to the kin of a girl, who died allegedly due to ragging in her engineering college, following a recommendation from NHRC.

According to an NHRC statement released today, the UP government has submitted to the Commission that it has paid monetary relief of Rs 3 lakh to the next of kin of Alkeshwar Mishra, who died in the hostel of Moti Lal Nehru Regional (MLNR) Engineering College, Allahabad due to alleged ragging in the year 2007.

The Commission, however, has asked the state government, through its Chief Secretary, to take disciplinary action against the police personnel and the named staff of the MLNR Engineering College, Allahabad in this connection and submit a compliance report.
 

NHRC had taken cognizance of the case on the basis of a complaint from Alkeshwar's school principal who alleged that his ex-student had died under mysterious circumstances in the college hostel. He had requested Commission's intervention in the matter.

The Commission was informed by the state government, in response to its notice that an FIR No. 135/07 under Section 302/201 IPC was registered and the investigation had been transferred to CBCID.

The CBCID report said the death of Alkeshwar Mishra was due to ragging and recommended disciplinary action against five delinquent police personnel and departmental action against four professors and a warden.

The Commission, while considering the report of the CBCID, issued a show cause notice to Uttar Pradesh government as to why monetary relief under Section 18 of the PHR Act, 1993 be not recommended to be paid to the next of kin of the deceased.

The Government of Uttar Pradesh had agreed that the payment of compensation to the next of kin of the deceased is justified.

The Commission had then recommended to pay Rs three lakh to the next of kin of the deceased.

The compliance report along with the disciplinary action taken against the police personnel and named staff of MLNR Engineering College has also been called in this regard, the statement said.
