UP govt to enforce e-stamping system

The Uttar Pradesh government has decided to enforce an e-stamping system in order to effectively check the sale of fake ones and prevent stamp scams in the state.

"The system will come into force with immediate effect. The step will also curtail expenses incurred on printing and cartage of paper stamps," Stamps and Registration Principal Secretary Vina Kumari Mina said in a statement here on Friday.

She said that central records-keeping authority, the Stock Holding Corporation of India, had been authorised to issue e-stamp certificates of all values.

"For using stamp papers available in all treasuries of the state, a provision has been made to keep both the physical stamps and total e-stamps in circulation. These systems will be fully replaced in the future by the e-stamping system," she added.

 

The principal secretary said that the stamp sellers had been authorised to function as authorised stamp collection centres by amending Rule 13 of the e-stamping rules.

She said that the Inspector General, Stamps had been directed to contract stamp sellers as authorised stamp collection centres and ensure basic training to them.

So far 226 stamp dealers have been granted permission to function as authorised collection centres.
