The ruling was given on a adjournment notice moved by BSP demanding a debate on communal riots in Kosi Kalan town of Mathura district on June 1.

The BSP alleged the riot flared up in the presence of DM and SSP and the district administration remained a mute spectator. It alleged to cover up its inability to control the riot, the administration was conspiring to falsely implicate workers and office-bearers of the opposition party.

Leader of Opposition Naseemuddin Siddiqui alleged the DM lodged an FIR against a BSP member, who was present in the House at the time when the clash took place.

Agriculture minister in the previous BSP regime, Choudhary Laxmi Narayan and his brother Lekhraj Choudhary, an MLC, have been charged with armed assault, instigating violence, loot, arson, attempt to murder and conspiracy.

Lekhraj said on June 1 he was present in the House the entire day and was ready to resign and go to jail if his involvement in the riot was found.

On behalf of the government, Revenue Minister Ambika Chaudhary said the government has taken the incident seriously and ADG law and order visited the place.

She said no FIR was lodged by the DM against any BSP member and the complaint was filed by brother of a victim.

Siddiqui demanded that a high-level inquiry should be conducted on which Chaudhary assured that it would be done.

The Chairman while rejecting the adjournment motion ruled out that an inquiry should be conducted and the House be informed about in the ongoing session.

Four persons were killed and 16 others injured in the communal clash that broke out in Kosi Kalan, about 45 km from Mathura, on Friday last reportedly after a pedestrian used water meant for some religious purpose.
