UP Lokayukta suggests bringing CM under its purview

"The government has sought proposal to strengthen and make Lokayukta a multi-member body on which some points have been send," Lokayukta Justice N K Mehrotra said.

He said that it has been suggested that post of CM and village heads should be brought under the purview of the Lokayukta.

"CM is covered under the purview of the Lokayukta in many states like Karnataka, Kerala and Madhya Pradesh," he said.

Justice Mehrotra said that therefore it has been said that a thought should be given on bringing the post of CM under Lokayukta in UP as well.

"It is not about a person, but about principle," he said.

 

The Lokayukta said that it has also been suggested that other organisations like all universities, educational institutions, trusts, societies and NGOs should be brought under the Lokayukta.

"These institutions and organisations are also covered under the Lokayukta in some states as well. In fact it has been said that bringing those areas which are covered in other states, but not in UP should be considered," he said.

Justice Mehrotra said that it has been suggested that it should be made compulsory of elected representatives to file a statement of their property with the Lokayukta anually.

"The suggestion has been made so that in case if Lokayukta thinks that property of an elected representative is disproportionate to his source of income he can launch a suo motu inquiry against him," he said.

The Lokayukta said that it has also been suggested that time bound compliance of reports should be done.

"It has been suggested that time-bound compliance should be done otherwise it will be considered as accepted. For instance if prosecution permission is sought then it should be given within three months," he said.

Justice Mehrotra said that it has been suggested that institution of Lokayukta should be made more powerful by brining an investigating agency under it.

"The government has many investigating agencies, if anyone one of them is brought under Lokayukta it will become more strong. It will get prosecution powers," he said.

He said that though Lokayukta is a multi-member body, it should also have powers to make multi-member decision for which suggestion has been made.

He said that Lokayukta should also get power to issue search warrants, a shortcoming which has been pointed out.

"We were asked to give suggestions and we have done that. As of now it a communication between the government and the Lokayukta. The government is independent to take a decision," he said. PTI AVA PG
