The US is at war with "radical Islamic terrorism," Republican presidential candidate Jeb Bush said today as he criticised President Barack Obama for not having a strategy to fight against the dreaded Islamic State terror group.

"This is a fight for Western civilisation. They've declared war on us and we need to be much more serious about creating a strategy to take them out," Republican presidential candidate Jeb Bush said in an interview to the ABC news.

"We are at war with radical Islamic terrorism. It is the war of our time. America has had enough of empty words. President Obama doesn't see a reason to change course. Hillary Clinton said that her foreign policy would be no more aggressive or forward-leaning than his," Bush said.

"They (Islamic State) are at war with us and we need to have a strategy to not contain them, but to destroy them. And the Congress should be a full partner in that, for sure. But this President hasn't had a strategy. And it is creating a caliphate the size of Indiana. It wins every day that it exists," he said.

"It garners energy from the fact that it exists and controls that kind of territory," he added.

Bush opposed the idea of monitoring people and places of worship based on religion.

"We have all of the capabilities to monitor people that are in our country trying to attack us. The director of the FBI has made it clear that there are hundreds of cases that they're monitoring. And we should redouble our efforts in that regard. We don't have to target the religion," Bush said.

"We just have to target those that have co-opted the religion and make sure that we're fully aware of the radicalisations taking place, not just here but all around the world," he added.

The former Florida Governor and son and brother of two former presidents, Bush is currently running fifth in the crowded GOP presidential candidates.
