"Disregarding the Supreme Court order and the Prime Minister's directive, Karnataka has stopped water which is condemnable and not justified", Vasan, who is also Shipping Minister, told reporters on the sidelines of a function here.
Vasan said he would call on Prime Minister Manmohan Singh and impress upon him the need for Tamil Nadu farmers getting waters immediately to save samba crops in the state.
Asked about External Affairs Minister S M Krishna seeking to stop further release of Cauvery water, he said political leaders should function keeping the interests of both states in mind.
The Prime Minister had realised the needs of farmers in Tamil Nadu, Vasan said, adding he would also brief him on the plight of Tamil Nadu farmers.
Karnataka was directed by the Cauvery River Authority to release 9,000 cusecs of water to Tamil Nadu from September 20 to October 15, but the upper riparian state stopped the release since October 8 citing depleted storage in its reservoirs.
