With the date of the panchayat polls to be announced shortly, the West Bengal budget will be placed before the discussion on the governor's address, for the first time in the state.

"If the panchayat poll is announced before the completion of the budget process, projects and allocation could violate the election model code," party sources said.

"The budget session will begin with the Governor's address on March 8 and the budget will be placed on March 11," Speaker Biman Banerjee said today.

"The process will be completed within March 15 at the request of the Trinamool Congress Legislature Party as panchayat polls are to be announced," he said.

Discussion on Governor's address would take place after March 15 and the session would continue till the third week of this month.

The Speaker said that there was precedence of this in the Lok Sabha in 1956, 1967, 1969 and 1995.

He said four Bills would be placed including one on Presidency University.

He said that Chief Minister Mamata Banerjee, ministers, representatives of political parties and Leader of the Opposition Surjya Kant Mishra were present at an all meeting and assured him of cooperation during the session.

The Speaker said that the three newly elected members in the House would be sworn in at his chamber on March 4.
