A steering committee comprising senior officials of the IT, Industry and Labour department would work out the process, Labour Minister Purnendu Bose told reporters later.
The additional labour commissioner would be responsible for the 'Social Emancipation Card' and the employment director for setting up the employment bank, Bose said.
Reminding about the recent announcement by Chief Minister Mamata Banerjee to bring members of Self-Help Groups under the health insurance scheme, Bose said that the department was making progress in that direction.
Out of Rs 750 to be deposited under this scheme, the Center and state government's share would be on a 75:25 basis, while each beneficiary would contribute only Rs 30 to avail the health insurance benefit of Rs 30,000, the minister said.
