"We have suggested to the state government to make Sec 354 (intent to outrage the modesty of a woman) non-bailable," chairman of WBHRC Justice (retd) Ashok Ganguly told PTI today.

He said although it was a central legislation, the state could bring an amendment to make it non-bailable.

States like Odisha and Andhra Pradesh had already done so, he pointed out.

In West Bengal at present, any arrest made under the section is a bailable crime.
