The award announced in the national capital on January 10 would be handed over to District Deputy Commissioner, Pravin Bakshi, who is the district election officer on January 25, a day observed as the National Voters' Day.
Meghalaya recorded the highest percentage of new electors after the special summary revision of 2012-13.
The state has 100 per cent photo electoral roll coverage and 100 per cent EPIC coverage, Bakshi said, adding that the state polling percentage was 89 per cent, also a national record.
Meghalaya, with an electorate of 14,90,015 would to the polls on February 24.
