The direction, by the bench headed by Chief Justice Mohit Shah, came on a PIL filed by NGO Janhit Manch, which demands that authorities should take measures to prevent drownings.
The affidavit is to be filed within four weeks.
The corporation lawyer today told the court that six life guards had been now posted, in addition to an officer and four life guards already deployed, on every beach. It also said that people were not disciplined, and the authorities could not be blamed for every drowning death.
Earlier the High Court had directed the authorities to put up floodlights and watch-towers on the beaches.
