The direction of division bench of Justices D D Sinha and Vijaya Kapse-Tahilramani came last week, on a PIL filed by New Bombay Advocates Welfare Association.
In 2007, during the hearing of an earlier PIL, HC had asked the state to allot land. Local planning authority `City and Industrial Development Corporation' (CIDCO) made available a plot measuring 19,488.20 sq metres in CBD Belapur in the same year.
But the construction is yet to start, says the PIL filed by New Bombay Advocates Welfare Association.
N J Jamadar, Registrar (Legal and Research) stated recently in an affidavit that plans for the court building and 20 residential quarters were submitted to the government in December 2011, seeking approval and funds.
But the approval was yet to come, the affidavit said.
The estimated cost of the project is over Rs 37 crore.

The new building would accommodate civil courts, consumer courts, family courts, cooperative courts, Judicial Magistrate Courts and Motor Accidents Tribunal.
Petitioner's lawyer, M P Vashi, said the three Magistrates' courts in Navi Mumbai are housed in a single building with 2,500 square feet area, causing overcrowding.
