Hearing the petition filed by a local lawyer, the Lucknow bench of the court asked the Ministry to file its reply within within two weeks.
The division bench comprising acting Chief Justice Amitava Lala and Justice Anil Kumar also permitted the petitioner to file its credentials for filing this PIL.
Citing incidents of misbehaviour with women passengers in moving trains, petitioner Moti Lal Yadav had last week filed the PIL seeking directives to the Railway Board for appointing women commandos in every train.
The petitioner had also requested the court to order the Uttar Pradesh government to probe the alleged rape attempt by IAS officer Shahsi Bhushan Lal Sushil on a Delhi-based woman in a moving train through an independent agency.
Yadav had also requested the court to ask the state government for appointing adequate number of women personnel in police stations.

Sushil, former Special Secretary in Technical Education Department, was arrested on October 1 on charges of attempt to rape and molesting the woman in a Lucknow-bound train.
The officer, who was detained after reaching Lucknow, was booked under section 354 of the IPC (assault or criminal force to woman with intent to outrage her modesty).
The woman had alleged that the officer travelling with her in Lucknow Mail from Delhi to Lucknow had misbehaved with her.
Refuting the charges, Sushil had claimed he had got into a verbal duel with the woman after she made a casteist remark against him.
He was granted interim bail by a local court here yesterday.
