"Some BSP MPs on the instructions of their leadership tried to misbehave with me, I just resisted it. Ask BSP whose members who don't know the democratic ways.

"I will file a written complaint against him for such a shameful and unparliamentary behaviour and demand action from the Special Privileges Committee," he told reporters when asked about the scuffle in the House today.

Karimpuri and Agarwal were involved in a scuffle in the House when the government was introducing a Bill for reservation in promotion for SC/ST employees.

Agarwal, who recently quit BSP to join arch-rival Samajwadi Party, said today's developments in the House reminded him of the "dictatorship of BSP during their rule in UP and they want this to happen in Rajya Sabha also."

He also denied that he was trying to tear the copy of the Bill during its introduction.

"I was not doing so but trying to stop the government that they should not bring the Bill in this way," he said when asked about the incident.

Agarwal said his party was not against promotion but opposed the Bill as "this will lead to a caste war in the country."

He also accused the UPA government of trying to divert public attention from the Coalgate scam.
