Police registered a case against the man under Section 306 of the IPC (abetment to suicide) as he was found present in the hotel at Rai Market when the body was found.
A police team on a routine checking in the wee hours went to the hotel. When they opened the door, they found that a youth was sleeping there and the woman identified as Anjali (26) was hanging from the ceiling fan.
According to police, the checking was made in the hotel and other hotels ahead of the Independence Day as security has been beefed up in the district and elsewhere in Haryana.
The postmortem examination of the deceased, who hailed from Dayal Bagh area here, was conducted by a board of doctors.
SHO Ambala Cantt police station Baljeet Singh said the youth would be produced before a court tomorrow.
