The Small Industries Development Bank of India ( SIDBI) and College of Engineering and Technology (CET) will help CTTC financially for conducting skill and technology enhancement programmes in different parts of the state for MSME clusters. This is to develop a consensus-based vision for the future and strengthen linkages between clusters and other MSMEs, large enterprise, support institutions, local governments, banks and business schools.
Till now, CTTC has conducted more than 25 training programmes under unit-based cluster approach helping almost 150 MSMEs and more than 800 participants, which includes managers, technicians and workmen over the last two years.
The cluster development initiative will save on costs as a large number of stakeholders will work together in providing the whole product and service range.
The CTTC has also worked out a future plan in the sphere of research and development programmes, which has been worked out by the promotional cell of the CTTC MSME. CTTC has built up its expertise in the field of fabrication, machining and design, precision components, testing and CAD/CAM technology.
The sole purpose is to create an autonomous governance framework, in a step by step process that will sustain dynamism and change in the clusters even after the withdrawal of the implementing agencies.
The action plan is three pronged - training and effective study of management systems for MSME sustainable performance, lean manufacturing practice implementation and effective stud and TPM and TQM campaign under the 'quality kranti' mission.
While the first two programmes are earmarked for fabrication machining cluster in Rourkela, the third is open to all categories of MSMEs.
In the first case, self support is the supporting agency. For the second category, a sensitisation programme will have to be conducted under the co-operation of SIDBI and CTTC. The lean manufacturing part will be under the public private partnership (PPP) mode and schemes worked out by the development commissioner MSME (DCMSME) and also cluster members.
The third action programme is to create awareness at every level of MSMEs under the MSME promotional initiative. In all the three programmes, research will be conducted by scholars under leadership and doctoral programmes. Training, visiting, counselling and developing quality driven work will have to be attained at the MSME levels.
