The department of industry in Uttarakhand is racing against time to complete the census of micro, small and medium enterprises (MSMEs). The exercise is expected to ascertain the role of the central industrial package (CIP 2003) in the promotion of small units in the state.
With the deadline for the completion of the survey, July 31, already over, the department claims that it would complete the data before August 31.
SC Nautiya, additional director industries, said: “We are still ahead of several other states as far as census is concerned. We may be the first state to complete the census.”
The hallmark of the 4th census, for which 50 per cent of the work has already been completed, is that the quality of data would be excellent.
Enumerators will focus on the on-the-spot surveys. Nodal officers, statisticians from the department of statistics and staff of gramin vikas and health departments are involved in the survey.
Currently, nearly 30,000 MSME units are registered in the hill state with Haridwar contributing 4,875 to the list. Dehra Dun and Udham Singh Nagar are next. Hill districts like Champawat, Bageshwar and Rudraprayag are the laggards in industrial growth.

The census is being conducted at a time when the CIP sops are available in the state till March 31, 2010.
The census aims to create a database for registered MSMEs. Sector statistics and information regarding the health of various units as well as the employment generated will be documented.
Data on enterprises owned or managed by women and other social categories will also collected and collated. The census would also try to know the estimated strength of the unregistered sector including khadi and village industries and coir sector. The exercise would also help in understanding the structural changes that would lead to betteer policies.
For the first time, service sector has also been included in the census.
