The finance ministry is at loggerheads with the commerce ministry over
the latter's proposal to create a new secretariat merging the
anti-dumping and safeguard functions.
At present, the commerce ministry-the anti-dumping directorate in the
ministry-is responsible for taking anti-dumping measures. The ministry

also handles anti-dumping cases against Indian exports.
However, the safeguard duties are levied by the revenue department. A
director-general for safeguards has been appointed in the revenue
department to handle safeguard duties.
