He pointed to the low level of experience of the members of the ninth Lok Sabha. According to him, 287 of the 534 members of the current Lok Sabha have no parliamentary experience at all, even at the Panchayat level. The main national parties, Congress and Bharatiya Janata Party, are sitting in opposition; there are 28 parties in the lower House, of which 13 are represented in the government. He seemed to hold this disarray responsible for the lack of productivity of the Lok Sabha, its neglect of national and international issues, and its unseemly histrionics.

On the side of the government, he favoured fewer ministries; they were not needed at the Centre for subjects which belong to the states, such as agriculture. There is precious little for ministers to do in ministries other than the half-dozen core ministries
