The Rajasthan government yesterday urged the 11th finance commission to give special attention to states with adverse geographical condition and to consider the 1991 population as the basis for making its recommendations instead of the 1971 population.
In a meeting between the state finance ministers and the finance commision, the Rajasthan government also asked the commision to reverse the process of declining trend of transfer of resources from the centre to the states and to ensure greater devolution through constitutional devolution.
Apart from Rajasthan, states like Punjab urged the finance commision to hike the states' share in central tax receipts to 50 per cent.
