The approved plan reflects an increase of Rs 384 crore over the revised plan of Rs 1502 crore for 1995-96, an increase of 23.2 per cent. Speaking on the occasion, Punjab Chief Minister H S Brar drew attention of the Planning Commission to the extraordinary circumstances being faced by the state. He said the state had to incur extra expenditure in containing terrorism. He said the state was keen to further improve basic minimum services. It has decided to spend a sum of Rs 175 crore on basis minimum services in addition to the central allocation. In addition, the state being a major food producing territory in the country had to pay extra attention to the development of irrigation projects.
