These plots were allotted in violation of rules by the authority during Mulayam Singh Yadav's tenure as Chief Minister.
Sectors 43 and 44 are the closest to Delhi and hence command the highest price.
P K Misra has since been transferred to Lucknow as secretary, cooperation.
The allotments had been made to favoured bureaucrats, politicians, journalists and officials of the authority. Some of the names that have surfaced are: Amar Singh, industrialist, who was then member of the AICC, but now is the general secretary of the Samajwadi Party, Anuradha Shukla, an IAS officer and the daughter of Neera Yadav who was then the CEC, Ravi Mathur, an IAS officer who is replaced P K Misra in the authority, RS Yadav, NS Bhatty and eight to 10 officials of the Noida authority.
But it is believed that the current list of names is only the tip of the iceberg.
In making these allotments several rules were violated. In some cases allotments were made to people who had not put in an application for a plot. Several defaulters were also allotted plots.
The method adopted in making these allotments was to resort to conversion rules, which allows a person to get his allotment transferred from one plot to another. But this rule is applicable only in cases where the area is already inhabited and where some plots are still available, not in those of brand new areas which require fresh allotments.
In some cases a plot of 40 sq m was converted into a plot of 400 sq m. These violations were sufficient to cancel the allotments altogether.
The bungling in the allotments in these two sectors was known in the government circles as both bureaucrats and politicians were involved.
P K Misra took the initiative of setting things right. He belongs to those sections of the IAS association of Uttar Pradesh who have been campaigning against graft in the service.
