A letter from the CBI asking the former minister to appear before the SP, CBI, on or before September 10 has not been delivered yet because it is not addressed to Sukh Ram.
The letter which was received in London late yesterday is addressed to the Indian High Commissioner who has been requested to pass it on to Sukh Ram. In its present form it would appear to have no legal standing.Officials at the Indian High Commission are awaiting clear guideline instructions from the CBI about how the letter should be sent to the former minister.We will do it in consultation with the CBI, said a senior high commission official.
Yesterday's letter from the CBI merely states that the former minister should appear before the CBI before September 10. It is not an arrest warrant or a summons. In all likelihood the CBI will have to issue a new letter addressed directly to Sukh Ram before it can be served on him.
