The officials also favour state-wide tenders, instead of each tender being restricted to the area where the outlet would be located.

In other words, an aspirant for a shop in Cuddapah can file his tender for that particular shop in a collectorate anywhere in the state, say in Hyderabad or Warangal.

This will check anti-social elements from preventing prospective bidders from filing their tenders. There were instances in the past when vested interests had arranged for tender documents to be snatched away at gun-point from prospective bidders.

The officials have also ruled out asking any of the statutory corporations, including the Breweries, Civil Supplies or Tourism Corporation to take on the distribution task because of the large infrastructure and human resources required.

 

They also feel that the number of shops should be around 3,000 instead of the 1,000 being currently mooted in order to prevent black marketing.

However, the state governments decision not to allow sale of cheap liquor is expected to ensure that the pressure on liquor outlets will not be the same as in the pre-prohibition days.
