Hours to go before a midnight government shutdown, the House approved a new plan late Friday from Speaker Mike Johnson that would temporarily fund federal operations and disaster aid, but drops President-elect Donald Trump's demands for a debt limit increase into the new year.
Johnson insisted Congress would "meet our obligations" and not allow federal operations to shutter ahead of the Christmas holiday season. But the day's outcome was uncertain after Trump doubled down on his insistence that a debt ceiling increase be included in any deal -- if not, he said in an early morning post, let the closures "start now".
The bill was approved 366-34, and now goes to the Senate, for expected quick passage.
"We are excited about this outcome," Johnson said afterward, adding he had spoken with Trump and the president-elect "was certainly happy about this outcome, as well".
It was the third attempt from Johnson, the beleaguered House speaker, to achieve one of the basic requirements of the .

Transport Corporation of India on Thursday said its lab set up in collaboration with IIM, Bangalore, has received ISO certification for a digital tool that can track greenhouse gas emissions.
The TCI-IIMB Supply Chain Sustainability Lab at the Indian Institute of Management Bangalore (IIMB), founded in collaboration with TCI, has become the first organisation in India to achieve ISO 14083 certification for its groundbreaking digital platform, the Transportation Emissions Measurement Tool (TEMT), it said in a release.
"This certification underscores the platform's ability to accurately quantify and report greenhouse gas (GHG) emissions from freight transportation activities, helping organisations to measure, manage, and ultimately reduce their transportation-related emissions in line with regulatory requirements and sustainability goals," TCI said.
(TEMT) is a comprehensive online platform designed to measure emissions across all modes of transportation.

The GST Council, in its meeting on Saturday, is likely to decide on reducing tax rates on life and health insurance premiums, but a decision on big-ticket rate rationalisation, including a higher tax on sin goods, may be deferred.
The GoM on GST rate rationalisation had proposed rate rejigs in 148 items in its recommendations, but sources said that consensus is needed to be built on some of the tax changes that the panel has suggested and some more time may be needed for that.
The 55th meeting of the GST Council, chaired by Union Finance Minister Nirmala Sitharaman and comprising state counterparts, is also likely to deliberate on bringing Aviation Turbine Fuel (ATF), a major component for airline industry's operation cost, in the Goods and Services Tax (GST) fold.

US President-elect Donald Trump has reiterated his intention to impose reciprocal tariffs in retaliation for the high tariff imposed by New Delhi on import of certain American products.

Security forces in Manipur are understood to have recovered a Starlink-like internet device, along with sniper rifles, pistols, grenades and other weapons from the Imphal East district, people familiar with the matter said on Tuesday.
The recovery of the Starlink-like device has prompted relevant agencies to investigate how the equipment found its way to the strife-torn state, they said.
Starlink does not have a license to operate in India. There is no official confirmation on whether it is a genuine Starlink device, they said.
It is learnt that the recovery was made during a search operation in Imphal East on December 13.
In a post on 'X', the Dimapur-headquartered Spear Corps put out the photos of the items recovered in the search operation that included the internet device with the Starlink logo. It featured inscriptions of the RPF/PLA.

Prime Minister Narendra Modi on Wednesday condoled the loss of lives in a boat accident off the Mumbai coast and announced an ex-gratia of Rs 2 lakh for the next of kin of each deceased.
Thirteen persons died and 99 others were rescued after a Navy craft crashed into a ferry off the Mumbai coast on Wednesday, the Navy said.
At about 4 pm, a Navy craft undergoing engine trials lost control and collided with passenger ferry Neel Kamal off Karanja near Mumbai, the Navy said in a statement. The ferry was carrying passengers from the Gateway of India to Elephanta Island, a popular tourist destination.
