Finance Minister Nirmala Sitharaman on Saturday said that states did not agree on bringing aviation turbine fuel under the ambit of Goods and Services Tax.
"States did not feel comfortable. They didn't want the ATF because they saw it as part of the crude petroleum diesel basket, and therefore they said that it alone cannot be taken out, and therefore that continues to remain where it is today," she said while briefing media on the outcome of 55th GST Council meeting here.
Besides, she said, no decision was taken with regard to reduction in GST on insurance premiums as the Group of Ministers (Go) needed more time to study the issue.
Many inputs are awaited including the one from insurance regulator IRDAI, she said.
She further said that the GST Council has also deferred the decision with regard to rate rationalisation as more time is required by the GoM for a comprehensive study.

The government on Friday announced an increase in the minimum support price (MSP) for copra by up to Rs 420 to Rs 12,100 per quintal for 2025 with a budget outlay of Rs 855 crore.
A decision in this regard was taken by the Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi.
The MSP for 'milling copra' has been increased by Rs 420 to Rs 11,582 per quintal, while for 'ball copra' by Rs 100 to Rs 12,100 per quintal for 2025, Information and Broadcasting Minister Ashwini Vaishnaw told reporters.
The total financial implication would be Rs 855 crore.
Cooperative agencies Nafed and NCCF will be the central nodal agencies for the procurement of copra, he added.

Cold wave conditions are likely to persist over Bidar, Vijayapura, and Kalaburagi districts of Karnataka, with temperatures expected to be 2-4 degrees celsius "below normal" in the remaining districts of North Interior Karnataka for the next three days, the India Meteorological Department (IMD) said on Wednesday.
Dry weather is forecast to continue across the state between December 18-22.
According to the IMD, cold wave conditions are expected over Bidar, Vijayapura, and Kalaburagi districts. In the remaining districts of North Interior Karnataka, temperatures will be 2-4 degrees Celsius below normal.
Isolated places in interior Karnataka may experience shallow fog/mist until December 20.
For December 23-24, the IMD has predicted "light rain" at isolated places over Chikkaballapur, Kolar, Bengaluru Rural, Bengaluru Urban, Ramanagara, Chamarajanagara, and Mysuru districts.

India's cotton exports are likely to decline 36.53 per cent in the 2024-25 season, beginning from October 1, to 18 lakh bales due to lower production following shrinking acreage of the crop in the north and Gujarat, Cotton Association of India (CAI) said on Wednesday.
The total exports during the 2023-24 season stood at 28.36 lakh bales, according to CAI data.
"The decline in cotton exports is mainly due to a decline in production following lower acreage this year. The acreage for cotton crop has shrunk 35 per cent in the north cotton growing region (Punjab, Haryana, and Rajasthan) and by 15 per cent in Gujarat. This is going to keep the cotton prices steady compared to the global markets," CAI President Atul Ganatra told PTI.
The total cotton pressing 2023-24 season is estimated at 302.25 lakh bales compared to 327.45 lakh bales in the previous season.

Prime Minister Narendra Modi on Wednesday condoled the loss of lives in a boat accident off the Mumbai coast and announced an ex-gratia of Rs 2 lakh for the next of kin of each deceased.
Thirteen persons died and 99 others were rescued after a Navy craft crashed into a ferry off the Mumbai coast on Wednesday, the Navy said.
At about 4 pm, a Navy craft undergoing engine trials lost control and collided with passenger ferry Neel Kamal off Karanja near Mumbai, the Navy said in a statement. The ferry was carrying passengers from the Gateway of India to Elephanta Island, a popular tourist destination.
"The boat mishap in Mumbai is saddening. Condolences to the bereaved families. I pray that the injured recover soon. Those affected are being assisted by the authorities," Modi was quoted as saying by his office in a post on X.
