Senior bureaucrat Rajesh Kumar Singh took over as defence secretary on Friday. The 1989-batch IAS officer from the Kerala cadre assumed charge at the South Block, where the ministry is housed. Before taking charge, Singh laid a wreath and paid homage to the fallen heroes at the National War Memorial. He had assumed charge as officer on special duty (defence secretary-designate) on August 20. In major reshuffle, Centre appoints 29 joint secretaries in different depts

In a major bureaucratic reshuffle effected by the Centre, 29 joint secretaries have been appointed in different government departments. Officers from various central services, including the Indian Defence Accounts Service (IDAS), Indian Railway Service of Electrical Engineers (IRSEE), Indian Audit and Accounts Service (IA&AS) and Indian Revenue Service (IRS) among others have been appointed to these key joint secretary (JS)-level posts, as per an order issued by the Personnel Ministry. IDAS officers Praveen Kumar Rai and Rakesh Kumar Pandey, and IRSEE officer Rajesh Gupta have been appointed as joint secretaries in the Home Ministry, said the order dated October 25. Rau's IAS Study Circle has offered compensation of Rs 50 lakh each to the families of three UPSC aspirants who died after rainwater gushed inside the institute's basement in Old Rajinder Nagar last week. In a major administrative reshuffle, the Haryana government on Thursday transferred 12 IAS officers while appointing 1990-batch officer Anurag Rastogi as the new home secretary. According to a government order, Rastogi has been transferred and posted as additional chief secretary of home, jails, criminal investigation and administration of justice departments. In addition, as additional chief secretary, he will continue to hold his finance and planning departments. Rastogi takes over as home secretary from Chief Secretary TVSN Prasad. Govt to train 1,500 civil servants of Bangladesh in next five years

India will train 1,500 civil servants of Bangladesh by conducting mid-career capacity building programmes on good governance initiatives in the next five years, a top government official said on Thursday. A letter for extension of an existing Memorandum of Understanding (MoU) in this regard by another five years will be exchanged soon, said V Srinivas, Secretary of the Department of Administrative Reforms and Public Grievances (DARPG). The consensus on extension of the existing agreement was reached during the visit of an Indian delegation -- headed by Srinivas to Bangladesh from April 28-30. "The two sides agreed on renewal of the existing MoU, which envisages capacity building programmes for 1,500 Bangladesh civil service officers at India's National Centre for Good Governance (NCGG) from 2025 to 2030," Srinivas told PTI here. Senior bureaucrat Bidyut Bihari Swain, who is currently the Secretary of Micro, Small, and Medium Enterprises (MSME), has been appointed as UPSC member, officials said on Tuesday. Swain, a 1988 batch Indian Administrative Service (IAS) officer of Gujarat cadre, will be administered the oath of office and secrecy on Thursday, they said. The Union Public Service Commission (UPSC) conducts civil services examination annually to select officers of IAS, Indian Foreign Service (IFS) and Indian Police Service (IPS), among others. The Commission is headed by a chairman and it can have a maximum of 10 members. With Swain's appointment, there now exists a vacancy of four members. A UPSC member is appointed for a term of six years or until attaining 65 years of age. Swain was going to superannuate in September this year after turning 60.
