Prime Minister Narendra Modi on Saturday hailed the "BioE3" policy approved by the Union Cabinet as a landmark initiative and said it will encourage scientific, industrial and societal advancements in the times to come. The Union Cabinet approved the "BioE3" (Biotechnology for Economy, Environment and Employment) policy for fostering high-performance bio-manufacturing of the Department of Biotechnology. According to Information and Broadcasting Minister Ashwini Vaishnaw, the policy seeks to include innovation-driven support for research and development and entrepreneurship across thematic sectors. Budget session: Bill to tackle exam malpractices likely on Monday

The government is likely to introduce a new bill in Parliament next week to deal sternly with malpractices and irregularities in competitive examinations, with provisions for a maximum jail term of 10 years and a fine up to Rs 1 crore. Sources said the Public Examination (Prevention of Unfair Means) Bill, 2024 may be introduced on Monday but a final call is yet to be taken. The bill was cleared by the Union cabinet recently. The sources said students will not be a target of the proposed law. It will act against organised gangs, mafia elements and those indulging in malpractices and will not even spare government officials found in collusion with them. The move comes against the backdrop of cancellation of a series of competitive tests such as the teacher recruitment exam in Rajasthan, Common Eligibility Test (CET) for Group-D posts in Haryana, recruitment exam for junior clerks in Gujarat and constable recruitment examination in Bihar following question paper leaks. Union cabinet approves terms of reference for 16th Finance Commission

The government has approved the terms of reference for the 16th Finance Commission, which decides on sharing of tax revenues between the Centre and States, Information and Broadcasting Minister Anurag Thakur said on Wednesday. The decision was taken on Tuesday evening at a Union Cabinet meeting. Thakur said the 16th Finance Commission will submit its report by October 2025 and the recommendations will be valid for a five-year period beginning April 2026. Set up under Article 280 of the Constitution, the core responsibility of Finance Commission is to evaluate the state of finances of the Union and State governments, recommend the sharing of taxes between them and lay down the principles determining the distribution of these taxes among States.

Union cabinet gives nod for extension of fast-track special courts: Reports

The Union Cabinet is learnt to have given its nod on Tuesday to extend by three years the continuation of the special fast-track courts that seek to deliver swift justice in cases involving sexual offences. After the passage of the Criminal Law (Amendment) Act in 2018 in the aftermath of the "Nirbhaya" gangrape case in Delhi, the Centre had decided to set up 1,023 fast-track special courts (FTSCs), including 389 to deal exclusively with cases related to violations of the Protection of Children from Sexual Offences (POCSO) Act, in 31 states and union territories. A government functionary had earlier said despite the Centre's efforts, only 754 of the 1,023 courts were operational. While several states had assured the Centre that they would set up such courts, not many were eventually operationalised. The Union Cabinet on Wednesday approved the country's three separate memorandum of understandings with Papua New Guinea, France, Trinidad and Tobago in the field of digital technologies. The MoU (memorandum of understanding) with France intends to promote closer cooperation and exchange of information pertaining to digital technologies, and will mutually support each participant's goal to promote access to digital technology in their countries, according to an official statement. Cabinet approves royalty rates for mining of Lithium, 2 other minerals

The Centre on Wednesday said it has approved royalty rates of 3 per cent each for lithium and niobium and 1 per cent for Rare Earth Elements (REEs). The decision on the royalty rates for the three critical and strategic minerals was taken by the Union Cabinet chaired by Prime Minister Narendra Modi, according to an official statement. The royalty rate approval by the Cabinet will enable the Centre to auction lithium, niobium and REEs blocks for the first time in the country, it said. "The Union Cabinet... approved amendment of Second Schedule of the Mines and Minerals (Development and Regulation) Act, 1957 (MMDR Act) for specifying rate of royalty in respect of 3 critical and strategic minerals, namely, lithium, niobium and Rare Earth Elements," the Ministry of Mines said in a statement.
