Himachal's 30 PSEs losses rose from Rs 3,953 cr to Rs 4,778 cr: CAG

The accumulated losses of state public sector enterprises (PSEs) rose from Rs 3,953.70 crore in 2020-21 to Rs 4,778.70 crore in 2022-23, while the profit earned by 13 SPSEs stood at Rs 20.21 crore as on September 30, 2023, according to a report by the Comptroller and Auditor General (CAG) on finances tabled in the Assembly on Saturday. The net worth of nine out of these 14 PSEs has been completely eroded by losses and their worth was (-) Rs 1,932 crore against an equity investment of Rs 2,085.59 crore, while three PSEs have outstanding government loans amounting Rs 3,132 crore, the report said. CAG report on DND flyway shocking, says SC, NTBCL gave gold coins to staff

The Supreme Court on Friday said the CAG report looking into the financial record of the DND project in 2016 revealed shocking details including distribution of corporate gifts like gold coins to its employees, sub-staff and drivers. A bench of Justices Surya Kant and Ujjal Bhuyan upheld the Allahabad High Court order of 2016 directing the private firm Noida Toll Bridge Company Ltd (NTBCL) to stop collecting toll from commuters plying the Delhi-Noida-Direct (DND) flyway connecting South Delhi and Noida. CAG flags Rs 194 crore loss incurred by Oriental Insurance in FY20

State-owned Oriental Insurance Company Ltd incurred a loss of Rs 194 crore during FY20 for failing to properly determine bidding rates for Pradhan Mantri Fasal Bima Yojna, said a CAG report. According to report number 12 presented in Parliament earlier this week, Oriental Insurance Company Ltd determined the bidding rates for Pradhan Mantri Fasal Bima Yojna in 2019-20 by applying pricing components uniformly without specific determination as per the terms and conditions of the Agriculture Quota Share Reinsurance treaty with General Insurance Corporation of India, being Re-insurer. "This led to imposition of Loss Corridor clause of the treaty by GIC and consequent loss of Rs 194.08 crore," it said. Delhi government has forwarded all 14 pending reports of the Comptroller and Auditor General to the LG for his approval to table them in the assembly after more than one and half years of delay, Raj Niwas said on Saturday. The Leader of Opposition in Delhi Assembly Vijender Gupta has already asked the AAP government to call a special session of the assembly, which will be completing its five years tenure in February next year, for the tabling of the CAG reports. TN faring better in contribution to Indian economy, GSDP up by 14%: CAG

CAG finds irregularities in payment to hospitals during Covid-19 in Odisha

The Comptroller and Auditor General of India (CAG) has found certain irregularities in funding to dedicated private Covid care hospitals (DCHs) set up in Odisha during the Covid-19 pandemic period. In a report tabled at the state assembly on Saturday, the CAG said the Odisha government in April 2020 had issued guidelines for operations of the DCHs, managed by private hospitals. The CAG examined the related records/ documents of 18 DCHs, located in the districts of Khurda and Cuttack. It was noticed that 51,967 Covid patients had been treated in these 18 DCHs in the first two waves of the Covid-19 pandemic, and Rs 724.50 crore had been incurred for the purpose. The audit observed irregularities in passing the bills for payment, without proper check/ verification of documents. Thus, payment of Rs 144.88 crore to the DCHs, without verification of basic documents/ records, was irregular, the CAG said in its report. K Sanjay Murthy, former higher education secretary, on Thursday took charge as the Comptroller and Auditor General of India (CAG). Govt appoints K Sanjay Murthy as next Comptroller and Auditor General

The government on Monday said K Sanjay Murthy will be the next Comptroller and Auditor General of India. Murthy, a 1989 batch IAS officer of Himachal Pradesh cadre, will succeed Girish Chandra Murmu. He is currently Secretary, Department of Higher Education, Ministry of Education. "By virtue of the power vested in her by clause (1) of article 148 of the Constitution of India, the President has been pleased to appoint K Sanjay Murthy to be the Comptroller and Auditor General of India with effect from the date he assumes charge of his office," said a notification issued by the Department of Economic Affairs, Ministry of Finance. Girish Chandra Murmu assumed office as the Comptroller and Auditor General of India on August 8, 2020. He will complete his term on November 20.

Delhi HC asks AAP govt to respond to BJP MLAs plea for CAG reports

The Delhi High Court on Tuesday sought a response of the AAP government on a plea filed by several BJP MLAs seeking a direction to place 12 CAG reports related to liquor duty, pollution and finance before the assembly. CAG plans to develop its own AI for fast writing of audit reports

Comptroller and Auditor General of India G C Murmu on Wednesday said the supreme audit institution is in the process of developing its own Artificial Intelligence (AI) protocol for faster writing of its audit reports. "For data analysis and various other things, we have our own system in place...for the writing (audit reports) we have now started, so we have to see," he said here. "Data is collected by our auditors at the field from the records...in some cases, we have to reclassify according to our requirement. For that we run analytics...cleaning is done through the analytics," he said. Once cleaning of data is done and classification and integration made as per the requirement, he said, adding that algorithm biases are hardly there in analysing data. He said about 35 audit reports would be tabled in both Parliament and state assemblies during the upcoming winter session. About 200 reports are presented in a year by the office of CAG. Kulwant Singh takes charge as Executive Director of regulatory body IBBI

The previous BJD government in Odisha had released Rs 782.26 crore for distribution of financial assistance to 12.72 lakh "ineligible" beneficiaries under its Krushak Assistance for Livelihood and Income Augmentation (KALIA) scheme, a CAG report said. In its report No 2 of the year 2024, the CAG said the scheme was launched in December 2018 to provide financial assistance to farmers, landless agriculture households and assistance to vulnerable agricultural households, life insurance support to cultivators and landless agricultural labourers, and interest-free crop loan. The Comptroller and Auditor General of India (CAG) which conducted an audit of six iron-ore mines in Odisha has observed that after the auction of the selected mines, there was an "abrupt and abnormal decline in the grade of iron-ore and its classification", as reported by new lessees. "The decline of grade of iron ore has resulted in a revenue implication of approximately Rs 4,162.77 crore for the financial years 2020-21 and 2021-22 in the form of lesser royalty and premium (post auction)", the CAG said in its report No 6 of the year 2024, which was laid before the Odisha Assembly on Wednesday. Though more than 83 per cent production was reported in the grade of 62-65 per cent Fe (iron) in the pre-auction period, the same came down to approximately 16 per cent in the two years after auction (2020-2022), it said. Assam govt's outstanding debt rises 107% in 5 years from FY19: CAG

The Assam government's outstanding debt increased by over 107 per cent from 2018-19 to 2022-23 with the growth rate of outstanding liability also rising during the period, a Comptroller and Auditor General (CAG) report said on Friday. The report for the 2022-23 fiscal, which was tabled in the assembly, noted that the capital expenditure by the state government decreased by over 20 per cent in FY'23 as compared to 2021-22. The outstanding debt of the state "rapidly increased by 107.34 per cent from Rs 59,425.61 crore in 2018-19 to Rs 1,23,214.80 crore in 2022-23", the report said, adding that the growth rate of outstanding liability also increased from 20.60 per cent in 2018-19 to 23.32 per cent in 2022-23. The outstanding liabilities-GSDP ratio also rose from 19.21 per cent in 2018-19 to 24.98 per cent in FY'23 due to increased borrowings from the open market, the auditor said.
