Govt grants special allowance to select VIP security personnel from CAPFs

The Centre has issued an order that will grant a special pay allowance to VIP security commandos of CAPFs who provide armed protection to a handful of the important persons who are guarded under the top two categories of Z plus (ASL) and Z plus. The personnel who secure the VIPs in the lower VIP security cover categorisations under the Union government security protocol of Z, Y+, Y and X will not get the allowance, as per officials. An order issued by the department of expenditure under the Union Finance Ministry on Thursday said it has "examined the proposal of MHA (Ministry of Home Affairs) for granting special security allowance (SSA) @ 20 per cent of the basic pay to CAPF personnel engaged in VIP security duties." The order accessed by PTI added that the SSA will be "allowed only to CAPF personnel who are engaged in VIP security duties for Z+ and Z+(ASL) category protectees wherein SPG and NSG are replaced by CAPF". Over 700 personnel of Central Armed Police Forces, National Security Guards and Assam Rifles have committed suicide in the last five years, while 55,555 have resigned or taken voluntary retirement during the period, Rajya Sabha was informed on Wednesday. In a written response to a question, Minister of State for Home Affairs Nityanand Rai said 144 suicides were reported in CAPF, NSG and AR in 2020, 157 in 2021, 138 in 2022, 157 in 2023 and 134 in 2024, accounting for 730 cases in five years. The data cited by him showed that 47,891 personnel in CAPF, NSG and AR have taken voluntary retirement and 7,664 have resigned in the last five years. The minister said, generally, the working hours in the Central Armed Police Forces are eight hourly shifts. This, however, varies depending on operational exigencies. Centre rushes 20 additional CAPF companies to Manipur after fresh violence

The Centre has rushed 20 additional CAPF companies comprising about 2,000 personnel to Manipur in the wake of fresh attacks and law and order issues in the state, official sources said Wednesday. The sources told PTI that the Ministry of Home Affairs (MHA) issued orders on Tuesday night for airlifting and immediate deployment of these units. At least 10 suspected militants were killed in a fierce gunfight with the Central Reserve Police Force (CRPF) on Monday after insurgents in camouflage uniforms, armed with sophisticated weapons, fired indiscriminately at the Borobekra police station and the adjacent CRPF camp at Jakuradhor in Jiribam district. 6 weeks post pregnancy very less for requisite fitness in CAPFs: Delhi HC

The Delhi High Court has opined that the six weeks' time given to women candidates, who are pregnant at the time of a medical examination for appointment in the Central Armed Police Forces (CAPF), to achieve the requisite fitness is "extremely short" and asked authorities to examine the provision for granting reasonable time. The high court said it may not be possible for a woman candidate, who has undergone pregnancy, to regain her complete medical fitness and lose within six weeks the weight gained during the nine months of her pregnancy. The court was informed that according to paragraph 5.3 of the Guidelines of Recruitment Medical Examination in Central Armed Police Forces and Assam Rifles, if a urine test for pregnancy is positive, the candidate will be declared unfit temporarily and will be re-examined six weeks after the pregnancy, subject to the production of a medical certificate of fitness from a registered medical practitioner. 2,600 cooks, water carriers promoted for first time in CRPF's 85-yr history

A total of 2,600 cooks and water carriers, the lowest rung of constabulary that constitutes an essential backbone of the CRPF, have been promoted for the first time in the 85-year history of the country's largest paramilitary force. The Central Reserve Police Force (CRPF) has a total authorisation of 12,250 personnel for the two specialised cadres that handle the extensive network of kitchens, canteens and similar administrative works for the about 3.25 lakh men and women strength force raised in 1939. On Wednesday through an order, 1,700 cooks and 900 water carrier personnel have been promoted from their constable designation to the next rank of head constable. This has happened for the first time in the 85-year history of the CRPF, a senior officer told PTI. These personnel have been part of the force since its raising in 1939 in the British era. 340,000 CAPFs with state forces to be deployed in Lok Sabha polls

The Election Commission is expected to deploy 3.4 lakh Central Armed Police Forces (CAPFs) personnel along with state police forces in the seven-phase Lok Sabha elections and the assembly polls in four states beginning April 19, officials said. A maximum of 92,000 personnel of CAPFs are likely to be deployed in politically volatile West Bengal, where elections will be held in seven phases, followed by 63,500 personnel in militancy-hit Jammu and Kashmir, where polling will be held in five phases. As many as 36,000 personnel will be deployed in Naxal-affected Chhattisgarh, where polling will be held in three phases. The EC has considered the requests made by the state CEOs and decided to deploy a maximum of around 3,400 companies of the CAPFs in all states and Union territories in a phased manner to ensure free, fair and peaceful elections, an official privy to the development said. 13,264 structures destroyed in Manipur violence, says CM N Biren Singh

Manipur Chief Minister N Biren Singh on Thursday told the assembly that 13,264 structures have been reported to be destroyed since ethnic violence broke out in the state in May last year. In response to a query by MLA Surjakumar Okram, Singh said assessment and identification of damaged, destroyed, or gutted structures is still ongoing in various districts. Singh mentioned that the government has sanctioned Rs 15 crore as advance interim relief to families those whose homes were completely burnt down or damaged during the violence. He added that the identification of beneficiaries and verification of accounts is being carried out by the deputy commissioners of the respective districts. LS elections: First phase of CAPF companies to be mobilised from March 1

The first phase of deployment of more than 3.4 lakh central armed police forces (CAPFs) for the upcoming general elections in the country and assembly polls in few states will begin from Friday, official sources said Thursday. According to the plan, about 2,000 companies will be mobilised as part of the pre-poll deployment in sensitive and hyper-sensitive constituencies beginning March 1. About 1.5 lakh personnel will move through roads and rail as part of this mobilisation, the sources told PTI. The first CAPF units will start reaching the states affected by Left Wing Extremism (LWE), apart from West Bengal and Jammu and Kashmir, later this week, they said. The Election Commission (EC) has directed the railway board to ensure "smooth and hassle-free" train movement for more than 3.4 lakh security personnel being deployed for the upcoming general and assembly elections with specific instructions to avoid recurrence of delays noticed in the past. CAPF constable exam being conducted in 13 regional languages for first time

For the first time, the constable recruitment examination in the Central Armed Police Forces such as the CRPF, BSF and CISF will be conducted in 13 regional languages apart from Hindi and English. The examination are being conducted from February 10-March 7 and around 48 lakh candidates are appearing in 128 cities across the country, according to an official statement. Under the leadership of Prime Minister Narendra Modi and the guidance of Union Home Minister Amit Shah, the Ministry of Home Affairs (MHA) had decided to conduct the constable (general duty) examination for recruitment in CAPFs in 13 regional languages in addition to Hindi and English from January 1, 2024. Three battalions of the BSF comprising more than 3,000 personnel will move across the border from Odisha to Chhattisgarh and an equal number of ITBP units will further move into the Naxal stronghold of Abujhmad as part of a strategy to intensify anti-Maoist operations in their last bastions, official sources said. Centre to move 20-22 fresh CAPF units to Manipur, G20 Summit: Report

The Centre is expected to deploy about 20-22 fresh CAPF companies in the ethnic violence hit regions of Manipur after the withdrawal of these personnel deputed for the security of the Amarnath Yatra that is ending soon, official sources said on Tuesday. These companies will be in addition to the about 125 such units of the Central Armed Police Forces (CAPFs) that are already deployed in Manipur since violence broke out in the first week of May. It is planned that about 20-22 companies of the CAPFs-- that includes the Central Reserve Police Force (CRPF), the Border Security Force (BSF) and the Sashastra Seema Bal (SSB)-- will be deployed in Manipur in the first phase as part of "bolstering" the security grid in the state. Par panel lists steps to get women in CAPFs, reservation for transgenders

Highlighting the low representation of women in the Central Armed Police Forces, a parliamentary committee has asked the Union home ministry to take steps to encourage them to join the services, besides recommending a reservation for transgenders. In its latest report, the panel said a policy may be explored for women officers to be given soft postings and not subject them to extremely strenuous working conditions. The Department-Related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice, headed by BJP MP Sushil Kumar Modi, said the representation of women personnel in the CAPFs and Assam Rifles is 3.76 per cent as on September 30, 2022. "The Committee advocates that all necessary steps should be taken by MHA (Ministry of Home Affairs) to encourage women to join forces to the maximum possible extent.
