The Department of Personnel and Training (DoPT) has filed an affidavit before the Nainital circuit bench of the Central Administrative Tribunal, saying there is no 360-degree system for appraisal of civil servants. The assertion by the DoPT, which works under the Union Ministry of Personnel, Public Grievances and Pensions, comes in response to a petition filed by Indian Forest Service (IFS) officer Sanjiv Chaturvedi in December last year. Chaturvedi, a 2002-batch IFS officer of the Uttarakhand cadre, had sought directions to the central government to produce all documents, appraisals, reports of expert committees, civil services board (CSB) and findings of competent authorities related to the rejection of his application for empanelment at the level of joint secretary or equivalent in the central government. The Central Bureau of Investigation (CBI) has registered cases against 216 civil servants in more than five years, Rajya Sabha was informed on Thursday. Giving a state-wise break-up, the government said 39 civil servants were from Maharashtra, 22 from Jammu and Kashmir, 21 from Delhi, 17 from Uttar Pradesh and 14 from Karnataka among others. "During the last five years viz. 2018, 2019, 2020, 2021, 2022 and 2023 (up to 30.06.2023), the CBI has registered cases against 216 number of civil service officers," Union Minister of State for Personnel Jitendra Singh said in a written reply. Of the total civil servants facing cases, 12 were from Bihar, 11 from Tamil Nadu, nine each from Gujarat, Haryana and Kerala, and eight each from Punjab, Rajasthan and Telangana, according to the reply. The first meeting of National Capital Civil Service Authority, NCCSA, constituted through an ordinance by the Centre, has been convened by Delhi Chief Minister Arvind Kejriwal on June 20, sources in the government said. The meeting will discuss disciplinary action against an official, they claimed. The NCCSA was formed by the Centre through an ordinance on May 19, bringing back executive control over matters related to services to its domain. It was issued close on the heels of a Supreme Court verdict on May 11, whereby the elected government in Delhi was given executive control over the services matters, including transfer and posting of bureaucrats under it. The NCCSA headed by Chief Minister Arvind Kejriwal also includes Delhi chief secretary as its member and principal secretary (Home) as its member secretary. Vice President Jagdeep Dhankhar on Thursday said the 2018 amendment of the Prevention of Corruption Act to insert Section 17A was a "step in the right direction" for ensuring that civil servants can properly discharge their duties. "It (the section) regulates investigation of issues regarding decisions taken by public servants in discharge of their official duties by providing prior approval of the authority concerned," he said.
