The Supreme Court on Monday ruled that its 2014 verdict, which had struck down a provision of the Delhi Special Police Establishment (DSPE) Act, 1946 which provided immunity from arrest for officers of the level of joint secretary and above, will have retrospective operation. In its May 2014 judgement, the apex court had held as invalid section 6A(1) of the Act, which required approval of the Centre to conduct any inquiry or investigation into any offence alleged to have been committed under the Prevention of Corruption Act, where such allegation relates to employees of central government of the level of joint secretary and above. The Enforcement Directorate (ED) on Friday conducted multi-city searches in Rajasthan as part of a money laundering investigation into alleged irregularities in the implementation of the Centre's 'Jal Jeevan Mission' in the Congress-ruled state, official sources said. A number of premises belonging to engineers, contractors and some former state government officials in Jaipur, Alwar and a few other cities are being searched, they said. The searches are being conducted under the provisions of the Prevention of Money Laundering Act (PMLA). Some documents and gadgets have been recovered till now, the sources said. The money laundering case is understood to have stemmed from a Rajasthan Police FIR. Government departments have differed from the Central Vigilance Commission's advice to punish corrupt officials in 27 cases, a maximum of seven such instances by the Ministry of Railways alone, according to an official report. There were three cases of non-compliance of the CVC's advice to act against the corrupt officials by theCC (India) Ltd and two each by the State Bank of India, Coal Ministry and Nuclear Power Corporation of India Ltd, it said.
