The new Bill to be tabled in the Bengal Assembly today proposes the death penalty for individuals convicted of rape resulting in death or a vegetative state.
Sixteen convicts have been executed in the country in the past three decades, including Yakub Memon, Afzal Guru and Ajmal Kasab.
The bench said pendency of proceedings, initiated by the convicts or involving them at various fora is untenable in law as a ground for staying execution
Mukesh Kumar Singh (32), Pawan Gupta (25), Vinay Kumar Sharma (26) and Akshay Kumar (31) were scheduled to be hanged on February 1 at 6 am
