KVS can't deny EWS admissions if certificate issued by another state: HC

The Centre, which controls the Kendriya Vidyalaya Sangathan (KVS), is the appropriate government for notifying the annual income threshold to decide whether a child belongs to the economically weaker section (EWS), the Delhi High Court has ruled. It said the KVS cannot deny admission to a student under the EWS category on the ground that the income certificate has been obtained from another state and not from the Delhi government. Justice Anup Jairam Bhambhani said the central government has notified that a certificate for that purpose is to be issued by an officer not below the rank of tehsildar in the state, after carefully verifying all relevant documents and following due process as prescribed by the respective state governments. Bihar announces 10% reservation for EWS in judicial services, law colleges

The Nitish Kumar government in Bihar on Tuesday announced 10 per cent reservation for economically weaker sections (EWS) in the judicial services, and the state-run law colleges and universities. The decision was taken at a cabinet meeting chaired by the chief minister. "The cabinet approved amendments in the guidelines of the State Judicial Services, 1951, allowing 10 per cent reservation for EWS category in judicial services and also in state-run law institutes and universities," said Additional Chief Secretary (Cabinet Secretariat) S Siddhartha. A notification with the details will soon be issued by the department concerned, he said. The state cabinet also gave its approval for the construction of 100 veterinary hospitals in the state, Siddhartha said. "A total of 100 first-class veterinary hospitals will be constructed in different districts of the state. Besides, there will be training centers at all these hospitals. For this, Rs 225 crore will be spent in 17 districts," he .

Over 22.7 mn EWS students enrolled in private schools in last 5 yrs: MoE

More than 2.27 crore students from the EWS category enrolled in private schools in the last five years, with Madhya Pradesh accounting for the highest number at over 53 lakh, followed by Rajasthan, the Union Ministry of Education said on Wednesday. The information was shared by Union Minister of State for Education Annapurna Devi in response to a written question in the Rajya Sabha. According to the data, 2,27,72,124 (2.27 crore) students from the Economically Weaker Section (EWS) category enrolled in private schools from 2018-19 to 2022-23. Madhya Pradesh recorded the highest enrolment of EWS students in private schools during the period under review with over 53 lakh, followed by Rajasthan at 38.11 lakh and Karnataka at 23.97 lakh. Delhi govt panel to streamline non-creamy layer, EWS in appointments

A committee has been formed by the Delhi government to streamline processing of appointment dossiers of select candidates by bringing more clarity over the applicability of non-creamy layer and economically weaker sections, officials said on Tuesday. The four-member panel will be headed by the services secretary. It will submit its action taken report till July 14. "Education director, deputy commissioner (headquarter) of revenue department, and secretary of the Delhi Subordinate Services Selection Board (DSSSB) will be members of the committee," said a memorandum issued by the services department recently. Officials said the appointment dossiers of over 1,800 select candidates are pending due to the issue. A candidate of OBC (other backward class) category falls in the non-creamy layer if his family income is less than Rs 8 lakh per annum. The EWS (economically weaker sections) category refers to those unreserved category candidates whose annual family income is below Rs 8 lakh.

The whole purpose of reservation of seats for Economically Weaker Sections (EWS) and Disadvantaged Category (CG) will be defeated if seats for them in schools are allowed to go waste on account of neighbourhood criteria, the Delhi High Court has said and ordered a school to admit two students who lived some distance away. It said the seats in these categories are limited while the demand is much higher. Therefore, while allotting seats for admission under the EWS or DG category, it may not be possible for the Directorate of Education (DoE) to follow the criteria of neighbourhood strictly, the court said. 80% reserved seats for EWS, special needs filled in Delhi pvt schools

Nearly 80 per cent of the 32,269 seats available for economically weaker sections and children with special needs categories in Delhi private schools have been filled till April 20 for the 2023-24 academic year, official sources said on Friday. Around 6,700 seats are still vacant and admissions to these are underway, they said. "So far, 25,565 admissions have been done under the economically weaker section or disadvantaged groups (EWS/DG) and children with special needs (CWSN) categories in private schools. Nearly 80 per cent of the seats have been filled," a source told PTI. Private schools in the city have 25 per cent of their seats reserved for students of these categories, according to the Directorate of Education (DoE) of the Delhi government. Earlier, the DoE had issued a notice to the regional directors of education (RDEs) over allegations of admissions being denied to EWS or DG category students by some private schools. HEIs may soon provide part-time jobs to economically weaker students

An "earn-while-learn" scheme might soon be launched in Higher Education Institutions (HEIs) to help students from socio-economically disadvantaged groups to earn and support their education, according to University Grants Commission (UGC). The UGC has proposed that HEIs may provide various part-time engagement opportunities to the enrolled students in any academic departments of the HEIs within the campus. According to draft Guidelines for Equitable Opportunity to the Socio-Economically Disadvantaged Groups (SEDGs) in HEIs, the rate of remuneration for each of the students will be a consolidated amount on an hourly basis for the part-time service they render, a maximum of 20 hours per week, 20 days per month. The UGC has noted the payment may be made on an actual basis and the services of the student will be rendered after class hours. Karnataka scraps 4% reservation for religious minorities, adds them in EWS

The Karnataka government on Friday announced its decision to abolish the four per cent quota for religious minorities' and add it to the existing quota of two dominant communities of the poll-bound state. The four per cent reservation will now be divided into two equal parts and added to the existing quota for the Vokkaligas and Lingayats for whom two new reservation categories of 2C and 2D were created during the Belagavi Assembly Session last year. 25k EWS houses to be constructed across Punjab in phased manner: Minister

The Punjab government will construct 25,000 houses for people from economically weaker sections (EWS) in a phased manner, Housing and Urban Development Minister Aman Arora said on Saturday. Replying to a question in the state assembly here, the minister said nearly 15,000 dwelling units will be constructed in the first phase under the Punjab EWS Housing Policy. The sites where these units are to be constructed have been identified and the tendering process will be initiated soon, he said. Arora claimed that due to the negligence of previous governments, more than 14,000 unauthorised colonies mushroomed in the state, and EWS housing was ignored.
