Police have registered an FIR against unidentified people for allegedly making provocative speeches at the August 13 'Sarv Hindu Samaj mahapanchayat' in Haryana's Palwal, officials said. The FIR was registered based on a complaint by Probationer Sub-Inspector (PSI) Sachin, who alleged that some people gave provocative speeches against the people of another community during the gathering in Pondri village, they said. The FIR was registered under IPC sections 153-A (promoting enmity between different groups) and 505 (statements conducing public mischief), among others, at the Hathin Police station on Monday, police said. "An FIR has been registered and action will be taken as per the law," SHO Manoj Kumar said on Wednesday. The move will provide valuable field experience to the young probationers -- including two Indian Administrative Service (IAS) and 13 from Delhi, Andaman and Nicobar Island Civil Services (DANICS) cadre officers -- through round-the-clock inspections and submission of reports to the higher-ups, they said. The initiative was taken at the direction of Delhi Lt Governor VK Saxena to fill the gaps in preparations by different agencies, said a senior city government officer. There are 1,365 vacancies in the Indian Administrative Service (IAS) and 703 in the Indian Police Service (IPS), Rajya Sabha was informed on Thursday. Besides these, 1,042 vacancies exist in the Indian Forest Service (IFS) and 301 in Indian Revenue Service (IRS), Union Minister of State for Personnel Jitendra Singh said in a written reply. "Occurrence and filling up of vacancies is a continuous process. It is the endeavour of the central government to fill up vacant posts expeditiously," he said. The Gujarat government on Monday transferred 15 Indian Police Service (IPS) officers and allotted postings to two other senior cops waiting for new assignments, a top level reshuffle carried out ahead of Assembly elections due in the next few months. The state home department transferred 15 IPS officers and promoted officer Neeraj Badgujar, who was waiting for a new posting, and appointed him Additional Commissioner of Police (ACP) (sector-1), Ahmedabad city, as per a notification.
