A Project Implementation Agreement has been signed between the Ministry of External Affairs and the International Solar Alliance (ISA) to execute new solar projects in Fiji, Comoros, Madagascar and Seychelles, an official statement said. The agreement was signed on Tuesday, the statement issued by the Ministry of External Affairs (MEA) said. The Wilmington Declaration released at the Quad Leaders' Summit in Delaware in the US on September 21 stated that the Quad countries will work together, through policy and public finance, to operationalise their commitment to catalyse complementary and high-standard private sector investment in allied and partner clean energy supply chains, it said. "To this end, India has committed to invest USD 2 million in new solar projects in Fiji, Comoros, Madagascar and Seychelles," it added. India has reported a 47 per cent fall in solar installations at 5.6 GW during January-September 2023, amid delay in project execution, according to research firm Mercom India. The installations were also down in the July-September quarter this year at 1.9 GW, a 34 per cent fall, over 2.8 GW solar capacity installed in the same period a year ago, the research firm said. However, on a quarter-on-quarter (QoQ) basis, the installations increased almost 6 per cent compared to 1.8 GW in Q2 2023. "During the first nine months of 2023, 5.6 GW of solar was installed in India. Solar capacity additions fell nearly 47 per cent compared to 10.5 GW installed in 9M 2022," Mercom India Solar Market Update report said. The International Solar Alliance (ISA) is considering increasing the viability gap funding for renewable projects to 35 per cent, its President R K Singh said on Tuesday. Under the Viability Gap Funding (VGF), ISA provides 10 per of the project cost to the member nation for an identified Renewable Energy (RE) project. ISA has a programme for VGF, so funding is available for projects in developing countries, Singh, the Minister for New and Renewable Energy, said at the Sixth Session of International Solar Alliance Assembly. "Today we (member countries)... all the ministers together.. decided that we will increase the viability gap funding from 10 per cent to 35 per cent," he said. While huge amount of investment is occurring in the renewable energy sector, a large proportion of it goes to developing countries and the rest of the world get hardly any fund, Ajay Mathur, Director General of International Solar Alliance, said on Thursday. Talking to PTI at the sidelines of an event during G20 fourth Energy Transitions Working Group meeting, Mathur said that the net zero emission target is possible.
