Two Village Defence Guards were shot dead by terrorists in the higher reaches of Jammu and Kashmir's Kishtwar district on Thursday, officials said. Nazir Ahmad and Kuldeep Kumar, both residents of Ohli-Kuntwara, had gone to graze their cattle in Munzla Dhar forest in the Adhwari area, the officials said. They said police parties fanned out after the pair of Village Defence Guards (VDGs) failed to return to their homes in the evening. An operative of the Pakistan-based Jaish-e-Mohammad (JeM) terror outfit, who was allegedly passing secret information about the movement of security forces in Jammu and Kashmir, has been arrested, an NIA official said on Sunday. The arrest of Mohd Ubaid Malik of north Kashmir's Kupwara came amid a crackdown against conspiracies being hatched by terrorist organisations based across the border to destabilise India through terrorist attacks in Jammu and Kashmir, a spokesperson of the federal agency said. "Malik was in constant touch with a Pakistan-based JeM commander. Investigations have revealed that he was passing on secret information, especially regarding the movement of troops and security forces, to the Pakistan-based commander," the spokesperson said. The official said various incriminating documents showing his involvement in the furtherance of terror activities were recovered from his possession at the time of his arrest. China has objected to a proposal by India to blacklist senior Jaish-e Mohammed (JEM) terrorist Abdul Rauf Azhar at the United Nations. It is learnt that China objected to the proposal from India to add the leader of a Pakistan-based terror organisation to the UN Security Council's 1267 ISIL and Al Qaida Sanctions list. Rauf Azhar, born in 1974 in Pakistan, had been sanctioned by the US in December 2010. In August last year, China put a hold on the proposal by India and the US to designate Rauf Azhar as a global terrorist and subject him to an assets freeze, travel ban and arms embargo. The US Department of Treasury had in December 2010 designated Abdul Rauf Azhar, a senior leader of Jaish-e Mohammed (JEM), for acting for or on behalf of JEM".
