Bank accounts of around 1.13 crore workers under the rural job scheme MGNREGA are yet to be seeded with their Aadhaar numbers, Rural Development Minister Giriraj Singh informed Lok Sabha on Tuesday. In a written reply to a question in Lok Sabha, the minister said wage payment to beneficiaries under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) may be made either using Aadhaar-based payment bridge systems or national automated clearing house depending upon the status of a beneficiary in the Aadhaar-based systems. He said that bank accounts of 1,13,86,599 workers, or 8.93 per cent of the total active workers, are yet to be seeded with their Aadhaar numbers. More than five crore job cards under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) were cancelled in 2022-23, 247 per cent more than the number of deletions in 2021-22, the Lok Sabha was informed on Tuesday. In a written reply, Rural Development Minister Giriraj Singh said in 2021-22, 1,49,51,247 MGNREGA job cards were deleted, while in 2022-23, 5,18,91,168 job cards were cancelled. West Bengal, Andhra Pradesh and Telangana were among the states which saw the highest number of deletions. In 2021-22, 1,57,309 job cards were deleted in West Bengal, while in the following year (2022-23), the number shot up by over 5,000 per cent as 83,36,115 job cards were deleted. In Andhra Pradesh, 6,25,514 job cards were deleted in 2021-22, which increased by 1,147 per cent in 2022-23, when 78,05,569 cards were cancelled. The Bihar government has cancelled more than 1.2 crore inactive job cards under the Mahatma Gandhi National Rural Employment Guarantee Scheme in the last one year, a minister said on Monday. The government has also provided 23.07 lakh fresh job cards to labourers in various districts of the state during the period, state Rural Development Minister Shrawan Kumar said. During a drive by the Bihar Rural Development Department (till April 30), a total of 1,23,13,927 job cards, out of 3,85,69,626, were found inactive for the last several years. In some cases, job cards were found fake or were not linked with provided Aadhaar numbers, or beneficiaries had died. We have cancelled all such cards after proper physical verification. The number of person days generated under MGNREGA in January and February this year following the implementation of an app-based attendance system has gone down compared to previous years, data compiled by a civil society group has showed. As groups of MGNREGA workers continue to protest at Jantar Mantar in Delhi against the new attendance and payment systems for over a month, data compiled by NREGA Sangharsh Morcha, which has been at the helm of the protest, showed 34.59 crore person days were generated in January and February this year. This was significantly lower than January and February 2022, when 53.07 crore person days of work were generated. In 2021, 56.94 crore person days of work were generated in the same period. The Centre has notified a hike in wage rates under the rural job guarantee programme for the 2023-24 financial year with Haryana having the highest daily wage at Rs 357 per day and Madhya Pradesh and Chhattisgarh the lowest at Rs 221. The Union Ministry of Rural Development issued a notification on the change in wage rates under the Mahatma Gandhi National Rural Employment Guarantee Scheme on March 24. The notification was issued under Section 6 (1) of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005, that says the Centre may, by notification, specify the wage rate for its beneficiaries. The wage hikes, which range from Rs 7 to Rs 26, will come into effect from April 1. Compared to last year's rates, Rajasthan registered the highest percentage increase in wages.
