SC asks Centre to apprise on compliance of verdict on measures for migrants

The Supreme Court on Monday asked the Centre to file an affidavit giving details about compliance of its 2021 judgement and subsequent directions on providing ration cards and other welfare measures to the migrant workers. The top court, in June 29, 2021 judgement and subsequent orders, had passed a slew of directions to the authorities asking them to undertake welfare measures, including giving ration cards to all migrant workers, who were distressed during the COVID-19 pandemic, registered with the e-Shram' portal. The e-Shram' is a comprehensive National Database of Unorganised Workers (NDUW) launched by the Union Ministry of Labour and Employment with a primary aim to facilitate delivery of welfare benefits and social security measures to unorganised sector workers across the country. Over two lakh migrants in the city are getting ration every month through ration card portability under the one nation one ration card (ONORC) scheme, Delhi's Food and Civil Supplies minister Imran Hussain said on Thursday. Distribution of ration under the National Food Security Act (NFSA) to the beneficiaries for June 2023 has already started, he said. Hussain presided over a meeting to review distribution of free ration to the beneficiaries in the city. "Due to the smooth and orderly distribution of free ration under the ONORC scheme, Delhi has become a benchmark in the country. Delhi is among the topmost performing states in ration distribution to the migrants under the ONORC scheme," he claimed. "Under the ONORC scheme, Delhi is witnessing over two lakh migrant ration beneficiaries taking ration per month through portability of their ration cards," said the minister. Govt rules out possibility of free foodgrains to migrants this time

The government on Monday ruled out the possibility of free foodgrains distribution to migrants saying there is no panic situation and no complete national lockdown unlike last year. However, the government has started distributing additional free grains again under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) for two months -- May and June -- to 80 crore ration cardholders. The government said there is no impact on prices of foodgrains in the open market due to free grains distribution under PMGKAY. "Migrant crisis is not as big as it was last year. ... It is not a complete national lockdown. It is a local lockdown, industry is working. The complete lockdown is not there. That panic is also not there," Food Secretary Sudhanshu Pandey said in a virtual press meet. Those migrants, who have gone back to their villages, are availing ration supply either through state or central ration cards, he said.
