The Delhi High Court on Wednesday refused to grant anticipatory bail to the daughter and son of suspended Delhi government officer Premoday Khakha in a case of alleged sexual assault of a minor girl by the arrested official. I have dismissed application at this stage, said Justice Saurabh Banerjee. The official's son and daughter, accused of abetting the crime, had approached the high court last week seeking pre-arrest bail in the case after they failed to secure the relief from trial court. Khakha has allegedly raped a minor girl several times between November 2020 and January 2021, and is presently in judicial custody. The minor was the daughter of a person known to the accused, the police had said. His wife Seema Rani, who is accused of giving the girl medicine to terminate her pregnancy, is also in judicial custody. The couple was arrested after the survivor recorded her statement before a magistrate at a hospital. A case has been registered under provisions of the POCSO Act

HC takes cognisance of minor's sexual assault by Delhi govt officer

The Delhi High Court on Monday took cognisance of the case of sexual assault of a minor girl allegedly by suspended Delhi government officer Premoday Khakha and directed the authorities to ensure that the identity of the survivor is not revealed in any manner. A bench of Chief Justice Satish Chandra Sharma and Justice Sanjeev Narula, initiated on its own a public interest litigation (PIL) after taking suo motu cognisance of the incident. The high court said the survivor should get due protection and compensation. The bench was informed by the counsel for Delhi government and police that the girl is admitted to a government hospital here and her condition is critical. It asked the Department of Women and Child Development of Delhi government, police and the Centre to file a report in the matter. The court's detailed order is awaited. A senior Delhi government official, who is accused of raping a minor several times and impregnating her, was taken into police custody on Monday, officials said. Police also took the accused's wife into custody, they said, adding that the statement of the minor is being recorded. Delhi Chief Minister Arvind Kejriwal has ordered the suspension of the officer -- a deputy director with the women and child development department. The girl was staying with the accused and his family at their house after her father passed away on October 1, 2020. The accused had allegedly raped the girl several times between November 2020 and January 2021, a senior police officer had said, adding that his wife has also been charged with giving her medicine to terminate pregnancy. Responding to the allegation against its official, the Delhi government said "the sternest possible action should be taken against him" if found guilty.

Two minor girls were raped every day last year in the national capital, which was the most unsafe metropolitan city for women across the country, according to the latest report of NCRB. Delhi also recorded 13,892 cases of crimes against women in 2021, a significant surge of more than 40% compared to 2020 when the figure was 9,782, the data showed. The cases of crimes against women in Delhi accounted for 32.20 per cent of total crimes in the category among all 19 metropolitan cities, according to the National Crime Records Bureau (NCRB) data.
