The southwest monsoon is likely to begin its retreat from northwest India around September 25, the India Meteorological Department (IMD) said on Friday. Typically, the southwest monsoon makes its onset over Kerala by June 1 and covers the entire country by July 8. It starts retreating from northwest India around September 17, withdrawing entirely by October 15. "Reduced rainfall activity is expected to continue over northwest and adjoining west-central India for the next five days. Conditions are becoming favourable for the southwest monsoon to withdraw from parts of west Rajasthan around September 25," the IMD said. Rajya Sabha on Tuesday passed the Mediation Bill, 2021, which halves the maximum time for completing mediation proceedings to 180 days. The bill was passed with voice vote amid a walk out by opposition members, demanding a discussion on the Manipur issue and a statement from Prime Minister Narendra Modi in the House. Law Minister Arjun Ram Meghwal said, "Under this we are making the Mediation Council of India. This is a neutral third party. This bill makes the process a time-bound mechanism which saves time and money of parties." The bill makes pre-litigation mediation voluntary instead of mandatory.
The Lok Sabha on Friday passed the National Nursing and Midwifery Commission Bill, 2023 and the National Dental Commission Bill, 2023, which seek to usher in better quality of nursing and dental education. The National Dental Commission Bill seeks to repeal the Dentists Act, 1948 and proposes to set up National Dental Commission (NMC) to regulate dental education and the profession in the country. It also aims to make dental education affordable and make quality oral healthcare accessible. The National Nursing and Midwifery Commission Bill, 2023 aims at setting up National Nursing and Midwifery Commission (NNMC) and to repeal the Indian Nursing Council Act, 1947. The Bill provides for regulation and maintenance of standards of education and services by nursing and midwifery professionals, assessment of institutions, maintenance of a national register as well as state registers. Rajasthan recorded the highest rainfall in the month of June in 123 years, an official said on Tuesday. The state received a total rainfall of 156.9 mm in June, which was 185 per cent more than the average, and the highest rainfall recorded in the month since 1901, Radheshyam Sharma, Director of Jaipur Meteorological Department, said. In 1996, the maximum rainfall recorded in June was at 122.8 mm, he added. East Rajasthan received 118 per cent more rainfall than average while west Rajasthan received 287 per cent more rainfall than average in the month of June, Sharma said. He said due to the impact of the very severe cyclonic storm "Biparjoy", heavy rain and thundershowers occurred in the southern parts of the state -- Jalore, Pali, Barmer, Rajsamand Sirohi and Ajmer districts -- from June 16-20.
