A bill was introduced in the Lok Sabha on Wednesday with an aim to allow use of birth certificate as single document for admission to an educational institution, issuance of driving licence, preparation of voter list, Aadhaar number, registration of marriage or appointment to a government job. The Registration of Births and Deaths (Amendment) Bill, 2023 will also help create a national and state-level database of registered births and deaths which eventually would ensure efficient and transparent delivery of public services and social benefits and digital registration. The Centre on Wednesday said 236 districts are yet to declare themselves free from manual scavenging even as it claimed that no district has reported the practice. Fourteen states and Union Territories have declared themselves manual-scavenging free, it said. Responding to a question in the Rajya Sabha, Union Minister of State for Social Justice and Empowerment Ramdas Athawale said 530 of India's 766 districts have reported themselves to be free from manual scavenging. "There is no report of (the) practice of manual scavenging in any districts. We have requested all districts either to declare themselves free from manual scavenging or upload the data of insanitary latrine and manual scavengers associated with it on the 'Swachhta Abhiyan' mobile app. However, no credible data has been uploaded on the app so far," Athawale said in a written response. Union Minister of Education for State Annapurna Devi shared the data in response to a question in the Rajya Sabha. According to it, the national dropout rate for secondary school is 12.6 per cent while Odisha has a dropout rate of 27.3 per cent followed by Meghalaya 21.7 per cent, Bihar 20.5 per cent and Assam 20.3 per cent. States with drop-out rates of more than 15 per cent are Andhra Pradesh (16.3 per cent), Gujarat (17.9 per cent), Punjab (17.2 per cent) and West Bengal (18 per cent). At the primary school level, the highest dropout rate is in Manipur (13.3 per cent) followed by Meghalaya (9.8 per cent) and Arunachal Pradesh (9.3 per cent). The Forest (Conservation) Amendment Bill-2023 was passed after a brief debate which was responded to by Environment Minister Bhupender Yadav. Lok Sabha was adjourned for the day after the passage of the bill, which amends the Forest (Conservation) Act, amid continued protests by opposition members over the ethnic violence in Manipur. The bill exempts certain types of land from the provisions of the Act such as forest land along a rail line or a public road maintained by the government providing access to a habitation, or to a rail, and roadside amenity up to a maximum size of 0.10 hectare. The number of beneficiaries under the Prime Minister Kisan Samman Nidhi (PM-Kisan) scheme increased to 8.11 crore in the 13th instalment period December-March of the last fiscal from 3.16 crore in the first tranche, the government said on Tuesday. In reply to a written question, Union Agriculture Minister Narendra Singh Tomar said the number of beneficiaries has increased from 3.16 crore in the first period (December 2018March 2019) to 8.11 crore in the 13th period (December 2022 March 2023). The PM-KISAN, one of the largest Central Sector Schemes, is being implemented to supplement the financial needs of the land-holding farmers of the country, subject to certain exclusion criteria relating to higher income status, he said. "Under the scheme, the financial benefit of Rs 6,000/- annually, in three equal instalments, is transferred into the Aadhaar-seeded bank accounts of farmers," the minister said. The number of groups searched by the Income Tax Department and the resulting seizure of assets has shown an increasing trend over the last three financial years, according to a government data placed in the Parliament on Tuesday. Minister of State for Finance Pankaj Chaudhary said, in a written reply, to the Rajya Sabha that a total of 741 groups were raided by the tax department and assets worth Rs 1,765.56 crore seized during the 2022-23 fiscal. Similarly, 686 groups were searched by the I-T department during the 2021-22 fiscal and properties worth Rs 1,159.56 crore were seized preceded by 569 groups raided in 2020-21 and assets worth Rs 880.83 crore were seized.

Lessors have sought deregistration of 54 aircraft of Go First and aviation regulator DGCA is closely monitoring the situation since the airline announced cancellation of flights in May, the government said on Monday. Cash-strapped budget carrier Go First stopped flying on May 3 and is undergoing a voluntary insolvency resolution process. In a written reply to Rajya Sabha, Minister of State for Civil Aviation V K Singh said the Directorate General of Civil Aviation (DGCA) has received applications from lessors for deregistration of a total number of 54 aircraft leased to Go First. "Processing of the applications by DGCA is subject to the outcome of the cases before National Company Law Tribunal, Delhi and the hon'ble High Court of Delhi," he said. The minister also said the regulator has been closely monitoring the situation since Go First on May 2 announced cancellation of their flights and their application for insolvency filed under the Insolvency and Bankruptcy Code 2016 ...
As many as 4,919 posts are lying vacant against the sanctioned strength of 13,865 which cover the Culture Ministry and its attached, subordinate and autonomous bodies, Union Culture Minister G Kishan Reddy informed the Lok Sabha on Monday. Asked whether the ministry and other departments and bodies under its control have a "shortage of manpower" compared to sanctioned posts, he replied in the affirmative. "There are 4,919 posts lying vacant against the sanctioned strength of 13,865 which cover the ministry and its attached, subordinate and autonomous bodies. The Archaeological Survey of India (ASI) has 3,696 centrally protected monuments in various states and Union Territories of the country. "ASI takes up maintenance and conservation work of these monuments and sites regularly, as per availability of resources. Upkeep of the monuments is a continuous process," he said. Bank of India, Central Bank of India, Indian Bank, and Indian Overseas Bank, also do not have chairpersons. The posts of chairpersons have been vacant in UCO Bank and Bank of Maharashtra since April 22, 2015, Minister of State for Finance Bhagwat Karad said in the Lok Sabha in a written reply. The top post in Indian Bank has been vacant since August 2018, while Bank of India is without a chairperson since August 2020, Indian Overseas Bank since February 2020, and Central Bank of India since May 2021. The country has 12 public sector banks (PSBs). The provision to separate posts of chairpersons and managing directors in PSBs was made in April 2015. Subsequently, non-executive chairpersons have been appointed in nine banks, the minister said. The Enforcement Directorate (ED) has reported a conviction rate of more than 93 per cent in money laundering cases over the last nine years, the government informed the Parliament on Monday. The federal agency also has a vacancy of over 25 per cent as of July 13, Minister of State for Finance Pankaj Chaudhary said in a written reply in the Lok Sabha. As per his statement, the ED has a sanctioned strength of 2,075 staffers and out of this it has 1,542 posts occupied at present. "During the last nine years, the trial has been completed in 31 PMLA cases which resulted in conviction of 54 accused in 29 cases. Thus, as on date, rate of conviction under PMLA is 93.54 per cent," the minister said while replying to a question on ED's conviction rate in money laundering cases during the last nine years. A Parliamentary panel on Monday asked the government to look at the feasibility of setting up a specialised security agency for airports amid rising air passenger traffic. Besides, the committee has proposed constituting a special airline wing to deal with police and courts in unruly air passenger behaviour cases and urged aviation regulator DGCA to enforce a zero-tolerance policy for such incidents. These are among the recommendations made by the Department-related Parliamentary Standing Committee on Transport, Tourism and Culture, which tabled its report in Parliament on Monday. Out of a total of 353 units deployed by the Central Industrial Security Force (CISF), 66 units or 18.7 per cent are deployed at the airports, the panel said and added that the civil aviation sector is expected to grow at a faster pace and that will increase the need for manpower engaged in providing security at airports.
