RS adjourned twice amid uproar over US media report on Chinese funding

The Rajya Sabha was adjourned for the second time in the pre-lunch period amid uproar in the House over a media report on Chinese funding to a news portal to spread propaganda against India. BJP member Sudhanshu Trivedi raised the issue and questioned the Congress for its alleged links with the portal. He raised the matter of a US media report alleging that web portal "NewsClick" received Chinese funding to spread propaganda against India. Trivedi asked the Congress about its alleged links with the portal, saying the party supported it when ED conducted raids on it. Amid the din created by opposition members over the charge, Chairman Jagdeep Dhankhar adjourned the house till 12.45 pm. Trivedi said there are certain things which have come in The New York Times about propaganda spread against India. Lok Sabha proceedings were adjourned till 12 noon on Tuesday after opposition members strongly protested against an expunged portion of Monday's debate being re-recorded. When the House met at 11 AM, Congress leader in Lok Sabha Adhir Ranjan Chowdhury raised the issue of the expunged portion of the comments made by BJP member Nishikant Dubey being re-recorded. Speaker Om Birla said the member, who chairs any proceeding of the House, has full authority to take any decision. The speaker does not give any instruction, he said. Senior Congress leader P Chidambaram on Monday slammed the BJP after Parliament passed the contentious Delhi services bill, asking what moral authority does the party have to pass such a bill that "reduces the Delhi government to a municipality". Parliament on Monday passed the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, that gives the central government control over bureaucrats in the Delhi government with the Rajya Sabha approving it with 131 votes in favour and 102 against. The Monsoon session of Parliament is set for a stormy final week with the Lok Sabha being set to take up the no-confidence motion against the government while the Rajya Sabha is likely to witness some spirited debate over the Delhi services bill. At the outset, all eyes will be on the Lok Sabha Secretariat on Monday when it is expected to review the stay granted by the Supreme Court on the conviction of Rahul Gandhi in the 'Modi surname' case and decide on the revocation of his Parliament membership. RS proceedings adjourned briefly amid ruckus by treasury, Oppn benches

Rajya Sabha proceedings were adjourned for about 30 minutes till 12 noon amid a ruckus between ruling and opposition benches as both sides insisted on taking up their respective issues. BJP MPs wanted to raise the law and order situation in Congress-ruled Rajasthan, while the opposition wanted a discussion on the Manipur situation by suspending the scheduled business of the day under Rule 267 of the House. Soon after the listed papers were tabled, Chairman Jagdeep Dhankhar said he has received 48 notices to suspend the scheduled business and take up matters mentioned therein. RS adjourned till noon, govt says ready for discussion on Manipur issue

The government on Monday agreed to a discussion on the Manipur issue in the Rajya Sabha at 2 pm but the opposition insisted on a debate only under Rule 267 of the House, forcing the chairman to adjourn proceedings till noon. Rule 267 of the Rajya Sabha rulebook allows for the suspension of the day's business to debate on any issue suggested by a member. After the papers were laid, Rajya Sabha Chairman Jagdeep Dhankhar said he received 65 notices under Rule 267 and also noted that this rule is evoked on the rarest of occasions. The last time it was evoked was in 2018. Meanwhile, Leader of House Piyush Goyal said the government was ready for a discussion on the Manipur issue at 2 pm but the opposition did not agree. Lok Sabha was adjourned for the day on Friday amid a protest by opposition members over the Manipur issue.
