SC asks states, UTs to file compliance reports of motor vehicle law

In a significant order, the Supreme Court on Monday directed 23 states and seven union territories to file compliance reports indicating implementation of the Motor Vehicle law's recent provisions besides rules on electronic monitoring and road safety measures. A bench comprising Justices Abhay S Oka and Ujjal Bhuyan noted six states and a UT, namely, West Bengal, Maharashtra, Tamil Nadu, Karnataka, Kerala and Delhi, had filed their compliance reports. The top court on September 2, 2024 passed directions on the implementation of Section 136A of the Motor Vehicles Act read with Rule 167A of the Motor Vehicles Rules which allow authorities to electronically monitor speeding vehicles. The bench has now asked the remaining 23 states and seven UTs to file their compliance reports which will be shared with the Supreme Court committee on road safety. Supreme Court resumes hearing on issue of driving licence for LMV

The Supreme Court on Wednesday decided to resume its hearing on the legal question of whether a person holding a driving licence for a light motor vehicle is also entitled to drive a transport vehicle with an unladen weight not exceeding 7,500 kg. A five-judge Constitution bench headed by Chief Justice D Y Chandrachud took the decision after Attorney General R Venkataramani, appearing for the Centre, said though the consultations to amend the Motor Vehicles (MV) Act 1988 were almost complete, but the proposed amendments are yet to be tabled before Parliament. The top most law officer said the amended Bill can be presented before Parliament in the Winter session and suggested the bench either defer the hearing till it is cleared by the House or proceed with the matters. The bench, also comprising justices Hrishikesh Roy, P S Narasimha, Pankaj Mithal and Manoj Misra, said as it has already heard the matter for some time and hence, it will proceed with the hearing without waiting for .

The AAP government has notified the Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme 2023, paving the way for electric-only bike taxis to ply in the national capital and targeting a transition to electric mobility by 2030, Transport Minister Kailash Gahlot said on Wednesday. Delhi pollution: Over 1,300 fined in a day for not having PUC certificates

Amid high pollution levels in the national capital, the Delhi Traffic Police issued over 1,300 challans in a single day to vehicle owners driving without PUC certificates, officials said on Wednesday. On Sunday, after the city's air quality plummeted to the 'Severe Plus' category, Stage IV of the Centre's pollution control plan -- Graded Response Action Plan (GRAP) -- came into effect in Delhi. Under GRAP Stage IV, all kinds of construction work and the entry of polluting trucks into the city are banned. GRAP -- a set of anti-air pollution measures followed in the Delhi-NCR region in the winter season -- classifies actions under four different categories Stage I 'Poor' (AQI 201-300), Stage II 'Very Poor' (AQI 301-400), Stage III 'Severe' (AQI 401-450), and Stage IV 'Severe Plus' (AQI > 450). Tamil Nadu amends state motor vehicles Act, taxes set to increase

Registration of new motor vehicles in Tamil Nadu is all set to cost more as the state Assembly on Wednesday amended the TN Motor Vehicles Taxation Act, 1974 increasing taxes. The other Bills adopted include an amendment to the TN Protected Agricultural Zone Development Act, 2020. The amendment included the newly formed Mayiladuthurai district in the Cauvery delta region in the protected agricultural zone. Also, "animal husbandry and inland fishery," were brought within the ambit of the term "agriculture" as defined in the 2020 Act. Taxes under other categories --like inter-state transfer of vehicle wherein new registration is provided-- were also increased by way of amendment. 24 states, UTs rolls out new Bharat Series for vehicle registration: TDC

To ensure seamless movement of personal vehicles across India, 24 states and UTs have rolled out the new Bharat Series (BH-series) for vehicle registration, according to the minutes of the annual meeting of the Transport Development Council. The 41st Transport Development Council (TDC) meeting was held last month in Bengaluru. "Since policy inception, more than 20,000 vehicles have been registered in 24 different States and UTs," the minutes of the meeting said. Last year in August, the government notified a new vehicle registration regime that will free vehicle owners from the re-registration process when they shift from one state or Union territory to another. According to the minutes, to demonstrate the need for seamless movement of tourists across the country without stoppage at various checkpoints and payment of taxes as per local/state regulations, the initiatives taken by the road ministry have been a success with more than 30,000 permits and 2,75,000 authorisations already
