Punjab records 70% decrease in stubble burning incidents: NGT report

: The National Green Tribunal has been informed through a report that Punjab's stubble burning incidents have decreased by 70 per cent. The NGT previously sought regular reports from the authorities in the state on the issue of air pollution caused in the NCR owing to stubble burning. A report dated November 26 was filed by the director of agriculture and farmers' welfare department, saying "As a result of the efforts made by the state of Punjab, the number of paddy stubble burning incidents reduced from 36,551 on November 25, 2023, to 10,479 on November 25, 2024 -- a decrease of 70 per cent." The report stated about 19.52 million tonne of paddy straw was expected to be managed in the year through various means, including in-situ (managing paddy straw on the field) and ex-situ (transporting the straw for various uses) methods and using the residue for animal fodder. Vehicular emissions major cause of Delhi's winter pollution, says CSE

Vehicular emission is the top contributor to Delhi's pollution during winter season--more than stubble burning, road dust or bursting of fire crackers -- with over 50 per cent of pollution from local sources linked to city's fragmented transportation system, according to the Centre for Science and Environment (CSE). An estimated 1.1 million vehicles enter and exit Delhi daily, further worsening the air quality. The traffic caused from this vehicle influx intensifies pollution, particularly nitrogen oxides (NOx), which account for 81 per cent of NOx pollution in Delhi. According to data presented by the CSE, local pollution sources in Delhi account for 30.34 per cent of the city's air pollution (50.1 per cent of which is contributed through transportation), while 34.97 per cent originates from the neighbouring NCR districts and 27.94 per cent from other areas. NGT seeks reasons for not enforcing GRAP in Delhi despite poor air quality

The National Green Tribunal has sought from the Centre's Commission for Air Quality Management the reasons for not implementing the Graded Response Action Plan curbs in the National Capital Region and the adjoining areas. Underlining that the Stage-I Graded Response Action Plan (GRAP) curbs were not invoked despite the air quality reaching the 'poor' category from May 3 to 6, the NGT sought a fresh report from the Commission for Air Quality Management (CAQM). The tribunal was hearing the matter regarding air pollution in the Delhi-National Capital Region (NCR) region. In an order passed on May 7, a bench of National Green Tribunal (NGT) Chairperson Justice Prakash Shrivastava said, "Air quality in Delhi in the last four days has dipped to poor category and it was 291 on May 5. NGT directs states to take concerted efforts to improve air quality index

The National Green Tribunal has directed states which witnessed a deterioration in the Air Quality Index to make "concerted efforts" to ensure an improvement in air quality. The tribunal had earlier issued notices to the chief secretaries of several states after taking cognisance of the online air quality bulletins of the Central Pollution Control Board. It had also directed the chief secretaries of the states where the AQI had dipped or continued to be severe, very poor and poor, to "take all possible immediate remedial measures". Referring to the AQI chart of various cities, including those in Punjab, Gujarat, Himachal Pradesh, Haryana, Rajasthan, Madhya Pradesh, Meghalaya, Uttar Pradesh, Jharkhand, Maharashtra and Bihar, from November 10 to 21, an NGT bench said, "It did not depict any satisfactory efforts by the authorities concerned."
