No-confidence motion against govt admitted in LS; Speaker to decide date

A no-confidence motion by the Congress against the Narendra Modi government was admitted in Lok Sabha on Wednesday, setting the stage for a showdown between the opposition and treasury benches amid concerted efforts by the anti-BJP bloc to force Prime Minister Narendra Modi to speak on the contentious Manipur issue in Parliament. Admitting the motion moved by Congress MP from Assam Gaurav Gogoi after a head count of 50 members in its support, a mandatory requirement, Lok Sabha Speaker Om Birla said a date for a discussion on the motion will be decided after consulting the leaders of all parties. Sources in the opposition bloc said Birla has called a meeting of floor leaders of all parties in Lok Sabha on Thursday. As per the convention, once admitted the discussion on the motion has to be held within 10 days. The Monsoon session of Parliament is scheduled to end on August 11. No confidence motions have been moved in Lok Sabha 27 times in the past, and all of them have either been defeated or remained inconclusive, data compiled by a think tank shows. However, at least thrice governments have fallen during vote on a 'motion of confidence', which is a motion brought by the government to prove its strength. A no confidence motion is a formal proposal moved by the opposition against the government in Lok Sabha under Rule 198 of the Rules of Procedure and Conduct of Business in Lok Sabha. According to data compiled by PRS Legislative Research, the highest number of no confidence motions - 15 - in the history of independent India was moved against governments led by Indira Gandhi. In 1979, a no confidence motion moved against the Morarji Desai government had led to his resignation, even as the debate remained inconclusive and there was no voting. With the opposition moving a no-confidence motion against his government, Prime Minister Narendra Modi's remarks in Lok Sabha in 2019 have gone viral in which he mockingly tells opposition parties to prepare hard to bring such a motion in 2023. "I want to send you my good wishes that you prepare so much that you get a chance to bring a no-confidence again in 2023," he had said during his reply to the Motion of Thanks on the President's address -- his last major speech in the House ahead of the 2019 general elections. LS Speaker Om Birla admits no-confidence motion against govt

Lok Sabha Speaker Om Birla on Wednesday admitted a no-confidence motion moved by Congress MP Gaurav Gogoi against the Narendra Modi government after a head count of over 50 MPs as required under the rules. He said the time of the debate will be fixed by him and conveyed to the House. After the House met at 12 noon and papers were laid on the table, the Speaker said he has received a notice from Gogoi for moving a motion of no-confidence against the government. Congress to bring no-confidence motion against BJP in MP Assembly session

The opposition Congress in Madhya Pradesh will bring a no-confidence motion against the Shivraj Singh Chouhan government during the winter session of the Assembly beginning Monday, a senior leader said.
