Mumbai terror attack mastermind and outlawed Jamat-ud-Dawah chief Hafiz Saeed is in the custody of Pakistan serving a 78-year-imprisonment sentence as a result of a conviction in seven terror financing cases, the UN said in updated information. In December, India asked Pakistan to extradite Saeed, a United Nations-proscribed terrorist, who is wanted by Indian probe agencies in a number of terror cases. Saeed, who was designated as a global terrorist by the UN Security Council's 1267 Al-Qaida Sanctions Committee in December 2008, is in (the) custody of the Government of Pakistan, serving a 78-year imprisonment sentence since 12 February 2020 as a result of conviction in seven terror financing cases, the Sanctions Committee said in an amended entry. Last month, the Security Council Committee enacted amendments to certain entries in its ISIL (Da'esh) and Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban, and arms embargo. South Korea endorses landmark legislation outlawing dog meat consumption

South Korea's parliament has endorsed landmark legislation outlawing dog meat consumption, a centuries-old practice. The National Assembly passed the bill by a 208-0 vote on Tuesday. It will become law after it's endorsed by the Cabinet Council and signed by President Yoon Suk Yeol, steps considered a formality as Yoon's government supports the ban. The bill would make the slaughtering, breeding, trade and sales of dog meat for human consumption illegal from 2027 and punish such acts with 2-3 years in prison. Efforts to ban dog meat consumption have faced fierce resistance from farmers and others in the country's dwindling dog meat industry. Recent surveys show a majority of South Koreans don't eat dog meat any longer.

Can't allow inadequate prison healthcare system to violate right: HC

Courts cannot allow an inadequate prison healthcare system to violate an inmate's right to timely medical care, the Delhi High Court held while directing the city government to ensure that proper medical infrastructure is maintained in jails here. Observing that the Delhi government is responsible for the management and maintenance of prison premises here, the high court directed authorities to ensure that healthcare requirements of jail inmates are met. The court also directed the secretary of the Delhi government's health and family welfare department to constitute a committee, which, apart from him, will include the director general (prisons), chief medical officer (CMO) of Delhi Prisons, two senior jail visiting judges of district courts to be nominated by the principal district and sessions judge (central district), secretary of the DSLSA and two advocates. Azam Khan, wife, son given 7-year jail in fake birth certificate case

Samajwadi Party leader Azam Khan, his wife Tazeen Fatima and son Abdullah Azam were sent to jail on Wednesday after a court here convicted them in a 2019 fake birth certificate case and awarded a seven-year term. The trio was held inside the courtroom in judicial custody for a few hours before being taken to the Rampur district jail in a police jeep, said Arun Parkash Saxena, a former District Government Counsel, who represented the prosecution in the case. As they were being escorted by police officials, Azam Khan told the mediapersons waiting outside the jail, "A decision has been taken today and there is a difference between a decision and justice." Delhi govt sets off process to allow conjugal visits for prisoners

Conjugal visitation away from the prying eyes of prison officials is a "fundamental right", a petition filed in the Delhi High Court has said. With many countries allowing such visits, the Delhi government told the Delhi High Court the Director General of Prisons has forwarded to the state's home department a proposal about the rights of prisoners to seek conjugal visits. The city government has said the proposal will also be forwarded to the Union Ministry of Home Affairs for issuing necessary instructions. A bench of Chief Justice Satish Chandra Sharma and Justice Sanjeev Narula granted the city government six weeks to apprise it of the developments that follow its recommendation. The high court listed the matter for further hearing on January 15 next year. Speedy trial can become effective tool to address overcrowding in jails: SC

The lodging areas of prisons across the country presented a "pitiful state of affairs", the Supreme Court Committee on Prison Reforms has said, underlining that speedy trial can become an effective tool to address the issue of overcrowding in jails. In its final synopsis of reports filed in the Supreme Court, the committee headed by former apex court judge Justice (retd) Amitava Roy has said living conditions in jails are not comparable to those envisaged under the Model Prison Manual, 2016 and require urgent and result-oriented attention. It said the occupancy rate of a total of 1,341 jails in India, including 644 sub-jails, 402 district jails and others prisons stood at 122 per cent as on November 30, 2018. The panel has referred to some commonly experienced factors contributing to overcrowding in jails, including stagnancy of prison infrastructure against steady increase in inmate flow, lack of initiative and drive of expansion or improvement in prison infrastructure, avoidable .

Pakistan's jailed former prime minister Imran Khan on Friday said he was ready to endure imprisonment even for 1,000 years and continue to stay incarcerated for his country, according to a media report. Khan, 70, was sentenced to three years in jail by a sessions court on August 5 for hiding proceeds from the sale of state gifts (Toshakhana). He is currently incarcerated in Attock Jail in Punjab province. Myanmar's military-led government reduces Suu Kyi's prison sentence

Myanmar's military-led government has reduced the prison sentences of ousted leader Aung San Suu Kyi in a clemency connected to a religious ceremony, state media said Tuesday. Former President Win Myint also had his sentence reduced as part of the clemency granted to more than 7,000 prisoners. Delhi prisons order batons, pepper spray to control brawls between inmates

The Delhi Prisons Department has initiated the process of procuring electric shock batons, pepper sprays and other non-lethal weapons to be used by prison personnel to quell inmate brawls inside jails, officials said on Friday. The announcement comes after the prison department received criticism over the killing of gangster Sunil Balyan, alias Tillu Tajpuriya, inside the high-security Tihar Jail, allegedly by members of a rival gang. In the initial phase, the three prison complexes in the national capital will be equipped with 80 electric shock batons, 160 full-body protectors, 80 pepper sprays and 160 T-batons, according to a senior officer at Tihar Jail. Polycarbonate lathis, polycarbonate shield and helmets have also been ordered for the safety of prison personnel against unruly inmates, officials said. The Delhi High Court on Monday questioned jail authorities over recovery of four knives from Tihar premises where gangster Tillu Tajpuriya was stabbed to death allegedly by inmates belonging to a rival gang.
