The parliamentary panel report on Social Justice and Empowerment for demand for grants by the Ministry of Tribal Affairs emphasised the need to avoid the pitfalls of previous programmes, citing underutilisation of allocated funds, delays in submission of utilisation certificates by states and procedural inefficiencies. Over 47,000 complaints have been received by the National Commission for Scheduled Caste in the last four years, according to official data, with atrocities against Dalits, and disputes related to land and governments jobs being the main issues. As per information shared by the NCSC in response to an RTI filed by PTI, 11,917 complaints were received in 2020-21, 13,964 complaints registered in 2021-22, 12,402 in 2022-23 and 9,550 complaints so far in 2024. Speaking to PTI about the data, NCSC chairperson Kishor Makwana said the most common complaints received by the commission are related to atrocities against the Scheduled Castes community, followed by land disputes and issues related to services in the government sector. As many 572 tribal girl students and women have become victims of rape during the last five years in Odisha, the SC-ST Development Minister Nityananda Gond told state Assembly on Friday. In a written reply to a query by Congress legislator Tara Prasad Bahinipati, Gond said the 572 tribal girls had become victims of rape under Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989, during the past five years. Out of the 572 rape cases, trials have been completed in 32 cases, while chargesheets have been filed in 509 cases, he said. Gond said that another 31 cases are under investigation.
