The Union Housing and Urban Affairs Ministry has disbursed 94.31 lakh loans amounting to a total of Rs 13,422 crore to street vendors under the PM SVANidhi scheme till December 8, Rajya Sabha was informed on Monday. In a written reply to a question, Minister of State for Housing and Urban Affairs Tokhan Sahu said that out of 94.31 lakh loans, 40.36 lakh loans have been repaid by street vendor beneficiaries. Food regulator FSSAI is scaling up training programmes for street vendors across the country to provide safe food to people, its CEO G Kamala Vardhana Rao said. A meeting was held in Mumbai under the chairmanship of Bhushan Varsha Ashok Gagrani, Commissioner of Municipal Corporation of Greater Mumbai (MCGM), to make a strategy for ensuring safer street food. The Bombay High Court on Monday came down heavily on the police and civic authorities for their inability to find a solution for the illegal hawking menace and asked if vendors would be allowed to put up stalls outside the Mantralaya or the governor's house. A division bench of Justices M S Sonka and Kamal Khata said if the issue of illegal hawkers and vendors was a recurring problem, a permanent solution is required, and the authorities cannot claim to be helpless. Over 80 per cent of the street vendors surveyed in Delhi reported a decline in customers during heatwave days in April and May, and around 50 per cent experienced significant income loss, according to a new report by the think tank Greenpeace India and the National Hawker Federation. Union minister Hardeep Singh Puri on Friday said the PM SVANidhi scheme has restored the dignity of street vendors who are no longer solely dependent on informal credit channels where they were forced to pay "exorbitant interest rates". The scheme has extended more than 80.42 lakh loans to 60.94 lakh street vendors amounting to Rs 10,678 crore by facilitating collateral-free first working capital loan up to Rs 10,000 in the first tranche, and Rs 20,000 and Rs 50,000 in the second and third tranches respectively, Puri said. As per the permission granted by the theatre branch of the Mumbai police, the annual fair could be held in the Reti Bunder area from 10 am to 10 pm from December 27, 2023 till January 7. A total of Rs 9,790 crore worth of loans have been disbursed so far to beneficiaries of the PM Street Vendor's AtmaNirbhar Nidhi (PM SVANidhi) scheme, the government said in the Rajya Sabha on Monday. The scheme was launched during the COVID-19 outbreak as a micro-credit scheme for urban street vendors that aims to provide collateral-free working capital loans up to Rs 50,000. "This scheme is available pan-India in all urban local bodies," Union Housing and Urban Affairs Minister Hardeep Singh Puri said while replying to a supplementary question. In a statement, the Union Housing and Urban Affairs Ministry said PM SVANidhi is a pioneering initiative by the Central government aimed at integrating street vendors into the formal economic system and facilitating access to formal channels of credit. "This collective endeavour resulted in the disbursement of a remarkable 65.75 lakh loans, benefiting over 50 lakh street vendors, with a total value exceeding Rs 8,600 crore. "It is noteworthy that public sector banks have played a pivotal role in achieving this significant milestone through their support of the first-ever micro-credit scheme designed for urban poor socio-economic section," it stated. The government is looking at ways to regulate street vendors so that some quality standards are imposed on street food, Secretary in the Department for Promotion of Industry and Internal Trade (DPIIT) Rajesh Kumar Singh said on Thursday. He said that though it is a "tough" call to take, but it needs to be looked at. Addressing FSSAI's Global Food Regulators Summit here, he sought inputs from other countries about their regulations for street food vendors. He said one has to look at whether a financial penalty or compounding is sufficient or a more stringent provisions like imprisonment is required for violating the regulations. Many of foreign tourists here would hear or notice that the best food in India is served on the street by street food vendors. "Therefore, street vendors also need to be regulated...but how heavy-handed should that regulation be. The registration of migrant workers, street vendors, hawkers and other outsiders temporarily living in different areas of this Himachal Pradesh district has been made mandatory to maintain law and order, an official said on Sunday. Issuing an order in this regard, the District Magistrate (DM) Hemraj Bairwa said a large number of labourers, street vendors and hawkers and other people from outside states come to work in the district and they often live in rented houses or at various construction sites. The government will enhance its focus on providing micro-credit facility in the range of Rs 3,000-5,000 to street vendors in 2023, with the help of digital technologies, Union IT and Telecom Minister Ashwini Vaishnaw said on Saturday. While speaking at Digital India Awards, Vaishnaw said that Prime Minister Narendra Modi has allocated around Rs 52,000 crore for taking 4G and 5G services across all nooks and corners of the country for digitally connecting every citizen. "In 2023 there will be a big focus on providing credit facilities to street vendors in a simplified manner to meet small credit requirements of Rs 3,000-5,000," Vaishnaw said.
